Distortions And Improvements Of Average Wages In Applications In Harbin

The strong reactions of people regarding the Average Wages statistics released by the Bureau of Statistics leads to a new phrase “Being increased”.Average Wages plays a pivotal role in various aspects of economic studies,such as optimization of labor allocation,national accounts,formulation of minimum wage standards,judicial compensation and management of social insurance,thus is important to assure its authenticity.This thesis will deeply analyze the statistical data of recent few years released by the Bureau of Statistics of Harbin,specifically the authenticity of the Average Wages data,and the reasons of data distortion of both personal and social aspects,thus discuss the influence and danger which could be caused by the distortion of these data.As an important data which published by the Bureau of Statistics,the Average Wages is governed and influenced by two powers: the current situation and statistical system of the Average Wages,which controls the methods and ranges of the calculation of data;and the gaming between the interest groups,which leads to the interventions on the Average Wages data.This thesis will starting with the analysis of the current situation and statistical system of the data,discuss the four major reasons of data distortion: the narrow range of statistics,the large wage differentials,the lower actual growth comparing with the nominal rate and the limitation of calculating the arithmetic mean.According to the reasons above,this thesis further discusses the gaming between interest groups of Harbin regarding the Average Wages data,which mainly reflects on several gaming groups: the Bureau of Statistics and enterprise businesses,the supervising and subordinate level of the Bureau,regional governments and the Bureau and the internal influences between each objects of accounting.This thesis is aimed at pointing out the interests and conflicts of these gaming groups,and their interventions to the authenticity of the Average Wages statistical data as well.Lastly,to assure the Average Wages is acting as an adjustor and protector to the Social Insurance System of Harbin and to against the internal and external interferences during statistics,this study uses relevant theories and methodsbased on the Pareto improvement of the Average Wages statistics gaming and the development of a complex index system of data statistics,to make suggestions to improve and better the imperfect statistics system of Harbin.
