A Study On The Improvement Of HSE Management System In H Petrochemical Company Of Petrochina

HSE system is the health,safety,environmental trinity of the management system,it is widely used in the petrochemical industry.With the rapid economic development and social progress,people's requirements on the health,the safety and the environment are getting higher and higher.Petrochemical industry is high-risk and high-polluting,so the management of health,safety and environment must be strengthened.H Petrochemical Corporation is a subsidiary of China National Petroleum Corporation,a subsidiary of the oil refining sector.Under the unified leadership of the group company,H Petrochemical Company established and applied HSE management in 2004.With the development of the company and the change of environment,HSE management in H Petrochemical Company have exposed some problems,these problems can be corrected to improve the current HSE management,providing an important guarantee for the better development of the company.Based on the background of the HSE management system in H Petrochemical Company and the statistical analysis of the occurrence happened in 2015,this paper summarizes the development of HSE management system at home and abroad by picking up the research background,purpose and significance.H Petrochemical Company now has five main problems: the identification of risk factors is not comprehensive,poor management of equipment and facilities,grassroots HSE management is not standardized,inadequate management of the contractor,HSE internal audit is not perfect,etc.The courses of the problems have also been analyzed and summarized in the paper.Based on the framework of Deming's PDCA cycle model,this paper separately from the Plan,the Do,the Check,and the Act four aspects to improve H Petrochemical Company's HSE management.Strengthen the risk assessment;enhance the ability of managing equipment;incorporate contractor into HSE management;improve the internal audit system,and to achieve the PDCA closed-loop management by improving HSE management review.Finally,in order to ensure the smooth implementation of the HSE management improvement program,this paper puts forward the safeguard measures from three aspects of manpower security,system guarantee and ideological guarantee.
