Research On The Port-vicinity Industrial Cluster Innovation System

Port-vicinity industrial cluster that is founded by the advantage of port has become an important driving force of coastal areas development.Under the background of coordinated development of OBOR and Beijing-Tianjin-Hebei,scale economy of Hebei province has increased.Port-vicinity industrial cluster in Hebei that developed quickly gradually has become the key pillar of driving the development of coastal area economy.Port-vicinity industrial cluster that upgrade the overall competitiveness has made outstanding contributions to economic growth,and also provide favorable support for the port development.However,Hebei port-vicinity industrial cluster rise late,there have been some problems during the process of cluster development,such as lack of innovation consciousness,low quality products and so on.These problems have restricted the sustainable development of port-vicinity industrial cluster.How to enhance innovation and upgrade port-vicinity industrial cluster and improve the cluster innovation ability is an important topic.Firstly,this paper teased the research achievements of domestic and foreign industrial cluster innovation system,discussed the theory of innovation system,industry cluster and system dynamics,which lay a foundation for follow-up research.Secondly,this paper defined the concept and connotation of port-vicinity industrial cluster innovation system,analyzed the constituent elements,evolution stage and operation mechanism.Thirdly,this paper constructed Hebei port-vicinity industry cluster innovation system.Finally,according to the purpose of modeling and modeling assumptions,using vensim software to draw port-vicinity industry cluster innovation system causal diagram and system flow diagram,with SD to simulate the innovation system trend to identify important factors.On this basis,this paper put forward some suggestions,such as increasing R & D investment,strengthening the construction of innovative talents and so on,so as to enhance the competitiveness of the cluster system.
