Study On Upgrading And Spatial Optimizing Of Port-vicinity Aquatic Industrial Cluster In Jiaodong Area

Based on the analysis of the present situation of the development of the port-vicinity aquatic industry cluster in Jiaodong area,this paper finds that the development of the port-vicinity aquatic industry cluster in Jiaodong area is facing a series of problems in recent years,among which the upgrading of the industrial cluster and the optimization of the spatial distribution of the industrial cluster are the two most urgent key issues and also two closely related issues.Therefore,this paper will focus on the optimization and upgrading of industrial structure and spatial layout of the port-vicinity aquatic industry cluster in Jiaodong area.Based on the actual situation of the development of port-vicinity aquatic industry cluster in Jiaodong area,this paper summarizes the life cycle of the evolution of port-vicinity aquatic industry cluster into four stages: industrial agglomeration period,industrial integration and cluster formation period,cluster maturity period and recession period.According to the evolution law of the port-vicinity aquatic industry cluster,this paper argues that the growth of the port-vicinity aquatic industry cluster needs to be nurtured and managed effectively all the time in order to promote the continuous transformation and upgrading of its industry and optimize its spatial layout.The upgrading of the port-vicinity aquatic industry cluster requires the participation of the management agencies,markets and support systems,and different subjects play different roles.Based on the present situation of the spatial distribution of the coastal aquatic industry cluster in Jiaodong area,this paper estimates the location quotient of the coastal fishery in Jiaodong area from 2013 to 2017,so as to judge whether the spatial distribution of the coastal aquatic industry cluster in Jiaodong area is reasonable or not.This paper holds that the spatial optimization of the port-vicinity aquatic industry cluster in Jiaodong area mainly includes two levels: one is the optimization of the spatial layout of the whole industrial cluster in Jiaodong area,the other is the optimization of the layout of the functional areas within the industrial cluster.Based on the actual situation of Jiaodong area,this paper puts forward the plan and measures of space optimization.On the basis of the research conclusions,this paper puts forward four relevant policy suggestions for the upgrading and spatial optimization of the port-vicinity aquatic industry cluster in Jiaodong area for the reference of decision-making departments.
