| Five major ideas of development,which are "innovation,harmony,green,opening and sharing",are put forward in the national "13th Five-Year" plan.At the same time,it's referred to that the "agricultural modernization has made significant progress" in the main targets for economic and social development.Urban agriculture,as a new mode of development for modern agriculture,dating back to the middle and later period of the 20 th century,has become the direction of agricultural development in many large and medium cities in China,which is the focus of the study in this paper.As a developing country,it is very necessary forus to learn advanced experience,learn lessons,and make fewer mistakes,to explore urban agriculture development model and ways in line with their own conditions.The current agricultural development in China has entered the stage of modernization,and the conditions for the development of modern agricultual system protection,industrial policy support,science and technology and infrastructure security,have been better.In the creation of these conditions,the problems that what role has the the government actually played,how will the government play better,.It is worth thinking and studying.This paper attempts to Hejiang County of Sichuan Province as an example,analyses the main problems and development conditions of Hejiang county urban agriculture are necessary for the development of urban agriculture in the subjective and objective,draw lessons from Singapore urban agriculture development experience,put forward the main path of Hejiang county urban agriculture development and some targeted countermeasures and operational.First of all,this paper starts with the development of urban agriculture,analyzes the experience of developing urban agriculture in Singapore.The choice of urban agriculture development model,combined with its advantages in Singapore,is worth learning from the government focuses on science,technology,high-tech and high value in urban agriculture to make the agricultural products more valuable and use limited resources for sustainable development.Secondly,this paper through on-the-spot investigation,understand the current situation of the development of modern agriculture in Hejiang County,analysis to promote the existence of urban agriculture development problems.At present,the development of modern agriculture and the urban agriculture in Hejiang have begun to take shape.However,modern equipment condition is poor and rural modern skilled people scarce.The level of industrialization is low.Agricultural planning and construction quality is not high.The locai cadres are paid little attention and there is lack of investment and other issues to be solued.Again,this paper uses the method of comparative analysis,comparing the path conditions for developing urban agriculture in Hejiang county with Singapore's experience,the absorption of good practices,According to Hejiang county situation,we should put forward the new idea of the development of quality agriculture,sightseeing agriculture,foreign exchange agriculture and agricultural production demonstration,Finally,this paper tries to put forward some countermeasures and suggestions on how to promote the development of urban agriculture,pointing out that the government should change the concept of development,scientific and rational planning,perfect supporting measures and complete key tasks,and fully docking with the market,so as to promote the development of modern agriculture and urban agriculture.In short,the government plays an important role in the development of modern agriculture.How to better play the role of government,because of my limited level,to be further studied. |
