In2011, the newnational Poverty Alleviation Program releases, indicates that our country povertyalleviation and development has entered a new stage. Poverty-stricken regions shouldfirmly grasp the opportunity, relying on its own resources advantage and all aspects ofsupport, to establish modern agriculture industry with regional characteristic and get rid ofthe relief-type poverty alleviation. To carry out the poverty alleviation in poor areas,human, money and materials are the most basic conditions. The human and money do nothave the universal significance and advantage in the poverty-stricken regions, but thematerials, mainly resources, are able to develop certain advantages. Developing thedominant characteristic agriculture with the advantages of natural resources conditions andchanging the traditional agriculture mode have a fundamental impact on the farmers out ofpoverty in poor areas. The development of characteristic agriculture is an importantguarantee of the construction of new countryside and the basic guarantee for promoting thesustainable development of the rural economy. It is an important way to increase theregional agricultural efficiency and farmers’ income, and to promote the adjustment ofagricultural structure optimization that making good use of regional agriculturalcomparative advantage, developing characteristic agriculture, forming a pattern of scaleand specialization, improving the commodity rate.The industrial poverty alleviation is the main mode of poverty alleviation anddevelopment， an important approach to solve the problem of poverty effectively. In this case, for the realization of the economic developmentof the poverty-stricken areas, it is necessary to implement the strategy of high qualitycharacteristic agriculture industrial development actively, develop the special industries in the poverty-stricken areas.Laiyuan is one of the key counties for national poverty alleviation and developmentwork, this paper takes the characteristic agriculture development as the topic, to explorethe new road of achieving poverty alleviation, relying on the development ofcharacteristics agricultural. The paper discusses the concept, features, and the basis ofeconomic theory of characteristic agriculture, analyses the conditions, meaning, as well asthe present situation and existing problems of the specialized agriculture development inLaiyuan.
