In organic system of corporate human resources,and performance appraisal occupies the central position,to ensure the realization of business value plays a vital role.Effective performance appraisal system can improve employee performance,provide the basis for development of human resources,to ensure that employees have a fair working environment to improve efficiency,enhance their competitive advantage.In this paper,Shengli Oilfield Water Supply Company was as a research object.Firstly,this paper shows that as the company continues to develop,we must introduce modern enterprise performance management theory,scientific and effective performance appraisal system,the company exists to solve various problems in performance appraisal management work,improve the company's overall performance level,as well as other aspects of the company's human resource management decision-making basis.And the paper reviewed the current situation of water supply enterprises at home and abroad and the performance assessment applications such as MBO and KPI performance appraisal theory.Secondly,this paper analyzed the full range of Shengli Oilfield Water Supply Company's existing performance appraisal system,and Concluded exist some problems such as Employees do not have clear goals and motivation to work,lack of good enterprise value evaluation system,development strategy and human resource development does not match,lack of appropriate systems and measures employee job performance and job supervision.And causes boiled down to five points,respectively,lack of knowledge of the status of performance appraisal,performance appraisal unreasonable contents,index and standard vague,insufficient data sources,the lack of professional human resource management personnel.Thirdly,this paper used interviews,questionnaires,brainstorming,fishbone diagrams and other research methods to improve the company's performance appraisal system,And used KPI in the company's strategic goals down to every level to departments,positions,departments proposed assessment indicators,including sector performance,collaboration and innovation capacity in three parts,job evaluation indicators,including job performance,and overall performance of three parts and labor discipline,depending on staff levels and positions,in accordance with different weights designed employee performance appraisal index system;finally illustrated the relevant training and ongoing communication is the effective implementation of the performance appraisal system to protect an important means.Through this study,on the one hand a proposal reference for Shengli Oilfield Water Supply Company performance improvements.On the other hand,our existing water supply enterprises in the developing need to gradually improve the management of the present situation,and improve human resource management.I hope the paper could encounter similar problems for the water supply to provide a reference for the enterprise,so that corporate health and sustainable development.
