Research On The Optimization Of Fiscal Expenditure Structure

Economic growth is the focus for a country or region,because the fiscal expenditure can promote the transformation of industrial structure and rational allocation of resources and so on,a reasonable and perfect financial expenditure system can promote it’s economy development which is sustained,stable and healthy.Since the reform and opening up,the level of development of the automobile industry far ahead of Chinese other provinces,Jilin Province played an important role in this field,but compared with Liaoning Province,the comparative advantage of competitiveness is not obvious.Although Chinese economy entered the "thirteenth Five Year Plan" period,fiscal expenditure structure of the policy recommendations have an important reference for Jilin Province economic development in the "thirteenth Five Year Plan" period.This paper elaborates the relevant theories,analyzes the scale of fiscal expenditure and the expenditure structure of Jilin Province from 1980 to 2015.1996 and 2006 as the demarcation point,1996 as the demarcation point is because the state of the science and education of cultural and educational expenditure project was broken down after 1996,2006 as the dividing point is because Chinese fiscal expenditure classification reform in 2007,the new classifications of fiscal expenditure are carried out.Then,the empirical research analyses the relationship between fiscal expenditure structure and economic growth in Jilin Province,main contents are: data selection,model setting,ADF unit root test,cointegration test,regression analysis,establishment of VAR model,Granger causality test,impulse response function diagram and variance decomposition,the establishment of VEC model.Based on the above empirical analysis,this paper puts forward some suggestions on how to optimize the structure of fiscal expenditure about Jilin Province.The main measures are to increase the social public expenditure,change government functions,divide the government affairs and financial rights at all levels,and improve the level of fiscal expenditure management.Thus optimizing the structure of fiscal expenditure of Jilin Province,make economic teady and healthy.
