In China,the construction of the intellectual property service system is mainly based on the demand of service assurance in technical innovation of intellectual property innovation subject,which is an important supporting system to realize the development strategy of intellectual property and to build an innovative country.At present,China has initially established a perfect service system of intellectual property rights,which can provide adequate service for enterprise technology innovation,and become an important auxiliary power for enterprises to carry out technological innovation and intellectual property activities in our country.And with the further implementation of the national intellectual property strategy,more and more enterprises realize that the core of technological innovation lies in the acquisition of high quality intellectual property rights.For enterprises,to obtain the high quality of intellectual property rights,not only rely on continued investment in research and development,also need professional external services to achieve the research output control of the market.Therefore,with the help of intellectual property services,improving efficiency of innovation,is an inevitable choice of cooperative innovation to transmute intellectual property advantages into competitive advantage in the market,and reflects the importance of co-innovation in intellectual property services.Based on the overview of the theory of planned behavior,and combined with the characteristics of co-innovation behavior in intellectual property services,this research make a modification of theory of planned behavior,and analyze the influencing factors of co-innovation behavior from three main variables: behavior attitude,subjective norm and perceived behavior control.Then make a detailed introduction to each variable,propose research hypothesis relationship,and construct the theoretical framework of the forming mechanism of co-innovation behavior in the intellectual property service.On this basis,through the preliminary investigation and research,the formal questionnaire on the formation mechanism of the co-innovation behavior in the intellectual property service is designed.Every question is quantized based on the Linker's five degree criterion.By way of Cronbach's a coefficient and Factor Analysis,we verify the reliability and validity of the questionnaire data via statistic software SPSS(18.0).Then we use structural equation model analysis software(AMOS21.0)to test the hypothesis relationship between variables and verify the theoretical model.The empirical results show that: in the co-innovation of intellectual property services,cooperation belief strength,expected outcome evaluation,injunctive norm,demonstrative norm,organizational effectiveness and resource control capability have direct and significant positive influence on co-innovation behavior,and these variables have an impact on the formation of co-innovation behavior through the positive mediating role of co-innovation intention.Moreover,injunctive norm,demonstrative norm and organizational effectiveness have significant positive influence on cooperation belief strength,demonstrative norm and organizational effectiveness have significant positive influence on expected outcome evaluation.Then,this paper puts forward some policy suggestions according to the research conclusion,in order to provide reference for the government to formulate relevant policies to improve the service system of intellectual property rights,at the same time,also provide theoretical guidance for strengthening co-innovation behavior between innovation subjects and intellectual property service institutions.
