In the context of energy shortages and environmental pollution become the focus ofworld attention,changing the city economic growth mode of traditional high energy consumption,and high pollution and accelerating the transition of city transition and green development has become the world's common choice of economic development and city construction.The extensive urbanization,which is dominated by land expansion,industrial development and excessive consumption of resources,has led to a sharp contradiction between China's city development and resources and environment.City green transition is based on for the purpose of double promotion of the economic growth and environmental carrying capacity,not just considering the environmental carrying capacity and ignore economic growth,however,when the two conflicts,often need to rely on the system,laws and regulations and other policy tools to guide the city strategic transition.While China has entered the post-industrial era,there no global,substantive city green transition policy mechanism.The current research on the transition of green is mainly aimed at the transition of resource-based cities,focusing on the cost,method,mode and path of transition.The research on the index system of green transition is mainly based on the construction of macro-level indicators and the policy recommendations.The research on the evaluation index of the policy has not yet formed a unified evaluation standard and a complete architecture,and it is not universally applicable.The focus of domestic research on policy tools focuses on the introduction of foreign theoretical point of view,ignoring the scientific and quantitative policy tool selection process research,quantitative policy tool selection model research results are small and single.However,the research on policy tools has focused on the research of monetary policy tools.Although the research on energy and environmental policy instruments has increased in recent years,there is no unified system,and the policy tools research in a certain subdivision area is less.Based on this background,this paper takes the policy tools of city green transition in China as the research object,combines the policy science with the multi-objective management decision-making,under the premise of adopts the grounded theory to obtain the city green transition policy tool evaluation index system,this paper introduces Fuzzy Clustering Comprehensive Analysis Method to evaluate and select the policy tools of city green transition,and give the specific suggestions.the research mainly includes:(1)The study introduces grounded theory as a research tool to identify and extract three core factors: policy attributes,implementation process and implementation effect,which constitute an evaluation index system of city green transition.By deeper analysis on the association of three core factors,the core factors correlation model is established.This paper also establishes a set of 4-class index system for evaluating the policy of city green transition order to provide better theoretical direction for city green transition.(2)Through a large number of laws,regulations,policy texts and related literature research,the paper sort out and summed up the three types of Chinese city green transition policy tools: the order-controlled policy tools,the economic incentive policy tools and the voluntary policy tools.(3)Combined with the evaluation index system and policy tools of city green transition,the weight of the index is determined by the entropy method.The Fuzzy clustering Comprehensive Analysis Method is used to analyze and select the policy tools of the current city green transition in China.Finally,this paper give the combination model of city green transition policy tools and give specific recommendations.
