Research On The Construction Of Service System For Small And Medium-sized Enterprises In Changzhi City

Compared with large enterprises,development of the micro,small and medium-sized enterprises(MSME)needs more attention and support.The establishment of a well-functioning service system is a common practice in countries around the world.With a benign basis of MSME in Changzhi City,higher requirements on promoting the MSME development have been raised to build a new and more improved service system and to achieve the second boom and.Based on New Public Management Binary System Theory,this study aims at analyzing current barriers and facilitators of MSME service system in order to extract practical suggestions to promote local MSMEs development.An inter-discipline mixed methodology was applied including literature research,theoretical research,and field qualitative.Current legal,financial and political environment,and local focal point of support of Shanxi Province were analyzed.The main existing problems of the MSME service system are: The operation mode of the MSME service system was not effective enough to solve the bugs encountered in enterprise development;the governmental interferences were not targeted to the enterprise's needs;The boundaries of powers and operation are unclear which would bring about corruption and following inefficient;the quantity and quality of the service agents are of sub-optimized;the lack of targeted services through the lifecycle of MSMEs will reduce the efficiency of service provision.To achieve these,it is suggested to clarify the crucial roles and functions of MSME system;to strengthen the comprehensive support framework integrated of a platform,an alliance,an efficient one-stop service system;to explore an operational mode of government-platform-resource-enterprise complex in order for a well-functioned service network;and to address the MSME's needs which target throughout whole management life cycle from start period,growth period,maturity period and recession period.
