Study On The Reform Of The Industrial And Commercial Registration System In Quanzhou City

With the increasing number of market operators in our country,the market economic system is gradually established and developed.The industrial and commercial registration system,which has played an important role in China's planned economy era,has gradually shown the contradiction restricting economic development.The reform of industrial and commercial registration system has become an inevitable requirement of economic and social development.This thesis takes Quanzhou municipal industrial and commercial registration system as the research object.It studies the history of the optimization of Quanzhou municipal industrial and commercial registration system and analyzes current representative policies.There are still many unsolved problems such as the reconfirmation of departments' function,the collaboration between functional departments,the establishment of commercial legislation and the incomplete regulation measures.The main reasons for the above problems are the conflict of interest between the departments,the vulnerable of relevant legislation and the lack of mature experience in the industrial and commercial registration system,etc.Based on the findings and the experience at home and abroad,the thesis proposes the countermeasures of reforming the industrial and commercial registration system in Quanzhou.These measures consist of the integrity of legal examination and approval system,the consummation of government departments,the establishment of information sharing platform,the establishment of social credit system and social supervision system.The thesis provides the personal view of the industrial and commercial registration theory,hoping to provide a reference for the government to strengthen the departmental collaboration and to optimize the registration system.
