| Chemical materials as a basis for new materials is an important part,with the impact on development process of the national economy and social development,has become a country valued as an international competitive,that is also an important indicator.From a global perspective,Russia's chemical industry is in the advanced stage of the transitional period,with USA,Japan and Europe,which are high developed chemical materials countries,and with other regions in comparison to some industries still have a long way.Perm region of Russia is one of the old industrial base in the Urals and national materials industrial base,and chemical industry plays an important role in its economy as a whole,there has been made an encouraging progress,and has a good industrial base;however,due to a variety of resources,technology integration,technical delays for various reasons,such as delays because of different reasons,that all don't create regional advantages for further development.Based on this,the Perm region,combined with chemical material industry,from a technical perspective and the situation of demand and supply analysis of problems,found that hinder its development was at the root of docking technology supply and demand side,do not form a flexible docking mechanism.Combining problems,there were found a solution,taking in account two aspects of necessity and feasibility of constructing "Perm region chemical material industry technology platform".In detail,the main part of the article discusses the nature of the platform,mechanism and logical structure,organizational structure,operational system and strategy selection etc.,finally put forward a number of policy recommendations for Perm region technology platform.Perm region technology platform is adopted by its structures,integrating all resources,technology integration improvement,enhancing the competitiveness of Perm region chemical material industries and achieving leap-forward development. |
