Study On The Efficiency Of Fiscal Agricultural Expenditure

Since 2000,Guangzhou city agricultural economy has made certain progress,the basic production and living conditions in rural areas has been greatly improved and the farmers’ income has also been promoted simultaneously.However,the agricultural productivity speed is relatively slow compared to the development of other sectors of the economy.Meanwhile,Guangzhou government is facing serious situation and great challenges,such as deficient of natural resources,shortage of agriculture investment and intense international competition.It is urgent that the government increase agricultural input and enhance protection,which will ensure a sustainable and healthy developing agriculture industry.On the other side,local government is facing the challenge to ascertain the effective public agricultural expenditure,specifically,how to decide the scale and direction of public agricultural expenditure.This paper chooses to analyze the contribution of fiscal expenditure in the agriculture growth and farmers’ income.By sorting the related theories of fiscal agricultural expenditure,expenditure scale and expenditure structure,combined with Barro Rule and Pareto criterion,I build Cobb—Douglas production function models to analyze relevant data between 2001 to 2015,and made a reasonable judgment of whether the fiscal expenditure is efficient at scale and structure.The article is mainly divided into the following five chapters:The first chapter analyzes the macro background of this research and illustrates thetheoretical and practical significance.It also introduces the main content of thisdissertation.Chapter two is the theory analysis of the efficiency of fiscal agriculturalexpenditure,which concerns with the need of fiscal agricultural support and theconnotation of financial expenditure efficiency,based on which lay the theoreticalfoundation of this paper.The third chapter is mainly to analyze the collected data,study the situation of fiscal expenditure on agriculture and the actual fact of financialdevelopment.By the horizontal and vertical comparison of fiscal expenditures onagriculture over the years in Guangzhou in absolute scale,relative scale and structureof expenditure,we can tentatively draw the conclusion that the government shouldoptimize the agricultural fiscal expenditure structure and scale.The fourth chapter ismainly to do some positive analysis,using Cobb—Douglas production functionmodels to analyze fiscal expenditures on agriculture’s contribution margin ratio toagricultural development and get the most reasonable expenditure scale of GuangzhouThe last chapter,on the basis of the above analysis and research,the relevant policiesabout reasonable fiscal expenditure,regulating expenditure structure,effectivefunding mechanism will be raised.
