The Impact Of Fiscal Agricultural Expenditure On Agricultural Production Efficiency

As the basic industry of our country,agriculture has always been supported by the government.And the efficiency of agricultural production is the focus of the government.As the core measure for the government to regulate and control agriculture,financial agricultural expenditure plays an indispensable role in improving the efficiency of agricultural production.Jilin Province is a large agricultural province.According to statistics,in 2017,Jilin Province had a production ratio of 9.35%,1.43 percentage points higher than the national average of the same period.Since the 18 th National Party Congress,Jilin Province has made great progress in agriculture,but there are still problems such as slow industrialization,backward agricultural production conditions,weak agricultural science and technology,and imperfect agricultural social service system,which in turn lead to low agricultural production efficiency.Therefore,it is of great significance to measure the agricultural production efficiency in Jilin Province and explore the effect of fiscal agricultural expenditure.This paper uses the Data Envelopment Analysis(DEA)method and the Malmquist Total Factor Productivity Index method to evaluate and measure the agricultural production efficiency of 39 counties and cities in Jilin Province from 2009 to 2016 on a static and dynamic basis.Based on this,the hybrid panel model examines the impact of fiscal agricultural expenditure on agricultural production efficiency in Jilin Province.The empirical results show that fiscal agricultural expenditure can promote the improvement of agricultural production efficiency.Therefore,the paper proposes to strengthen and improve financial support for agricultural development policies,establish a diversified financial and agricultural capital financing mechanism,optimize the structure of fiscal agricultural expenditures,and improve the performance evaluation system for fiscal agricultural expenditure.
