Toll road is one of the most important transportation infrastructure in China. With therapid development of the toll road,it produced charges high prices, low industrial efficiencyand other issues. It makes toll road become the focus of public attention. To someextent,these problems related with the higher administrative monopoly in this industry.Administrative monopoly played different resource allocation efficiency at different times.Looking at the current stage of development of the toll road industry, the negative impactbrought by administrative monopoly is much greater than the positive impact. Theadministrative monopoly of China’s toll road industry needs to be improved. Firstly, therelated concepts of administrative monopoly toll road industry has made a defining, thecharacteristics on the toll road industry’s administrative monopoly are summarized,thecurrent situation of administrative monopoly on the toll road industry was further detailedanalysis.Our analysis found that the current toll road construction, maintenance is of the basicrealization of the market. The administrative monopoly color of operational aspects is alsomore intense. Therefore, the focus of this study is the problem of administrative monopoly inthe toll road operator links. In order to improve the current status of administrative monopoly,the paper analyzed three aspects as follows.The first part, the formation mechanism of toll road industry administrative monopolywas analyzed, specifically looking for its causes,then found that the planned economicsystem is the root cause of its inertia generated; the misunderstanding on the toll road industrymonopoly is always subjective causes; the formation of intrinsic motivation is the driving ofsect oral interests; Its external causes is lack of regulatory system; Legislation lag and lack ofrelevant laws are objective reasons for its formation.The second part, it analyzes the impact of sector efficiency brought by the toll roadadministrative monopoly, toll road operational efficiency was quantified based on principalcomponent analysis method, the relationship between the degree of nationalization andoperational efficiency was analyzed. Analysis showed that higher degree of administrativemonopoly discourages operational efficiency. However, the current level of administrative monopoly of China’s toll road industry is high, thus its efficiency affect is mainly forefficiency losses. Article analyzed the low production efficiency of the toll road, the Socialwelfare loss, the serious corruption, which all caused by the administrative monopoly.The third part, through the above analysis, we should improve the administrativemonopoly of the toll road industry from more perspectives in order to make it play morepositive impact. Reasonable definition of the boundaries of government regulation and marketmechanisms should be the first one; Regulating market access should be the basis; the mainway is to cultivate diversified ownership and contestable market; strengthening governmentregulation reform is safeguards; strengthening the toll road industry regulation "legalization"is a strong support force.
