DEA(Data Envelopment Analysis)have been achieved great achievements in theory and model application level since it was proposed.The traditional DEA model for efficiency analysis should be in the fixed criteria system,however,in many social and economic activities,there exists many needs to consider decision making unit(DMU)with non-homogeneous criteria in an efficiency evaluation problem,such as the performance evaluation of different departments in the university such as,efficiency comparison between different departments of enterprises and efficiency comparison of different provinces and cities in the eastern and western of China.How to balance the demands of DMUs' different criteria,and how to build effective evaluation model are a subject which is worth further study.Therefore,this paper try to analyze the problem from two aspects: first,for two groups' efficiency evaluation problem,through the setting of the criteria strategies,this problem is transformed to multi-strategy problem with homogeneous DMUs;second,for multi groups' efficiency evaluation problem,it can be addressed from the aspects which are DEA assurance region and criteria supporting degree so as to study the problem in a fair and equitable perspective.Hence,in this paper,the main contents are as follows:(1)This passage a method is proposed to solve two-groups' DEA efficiency comparison in a fair and effective way.Firstly,a index infusion algorithm is designed to obtain different DEA analysis scenarios by the concept of “seeking common ground while putting aside differences”.Then,OWA operator is applied to integrate different DEA results to reach a final result for each DMU.The proposed method expands the traditional DEA model by considering different index system.Finally,the feasibility of the method is demonstrated through a case study.(2)This passage presents a DEA model to address the efficiency comparison problem for DMUs attached with different sets of input-output criteria.Firstly,for different criteria setting,an integrated criteria system is established through union operation of all input and output criteria along different DMUs.Secondly,the AHP constraint cone is introduced to avoid the over-efficiency problem;next,an objective constraints cone based on the criteria frequency is set up,and finally,an F-DEAHP model is designed incorporated both subjective and objective weight constraints to solve the problem.A numerical example is provided to demonstrate the analysis procedure.(3)This passage proposes a systematical approach to tackle the DEA analysis for nonhomogeneous DMUs.Firstly,a comprehensive criteria system is designed to infuse different criteria setting from DMUs;then the concept of criteria supporting degree is defined and is utilized to identify the strategy of criteria portfolio under certain criteria supporting degree;next,the DEA analysis for non-homogeneous DMUs can be transformed to traditional DEA model to calculate their efficiencies under several multiple criteria combinations;then,an efficiency-supporting degree curve is produced to present the relationship between criteria supporting degree and its relevant efficiency;Finally,based on the accumulated area method from the curve,an integrated efficiency is calculated for each DMU to furnish the comparisons.A case study is presented to demonstrate the analytical procedure.
