Since the implementation of the western development strategy, The government increase the investment of construction and Financial paying to the western region and take preferential tax policy to promote the development of the western region. Because The trend that many foreign and some east industry transfer to the west by gradient is more and more obvious, The urgency for the western develop export-oriented economy and attract foreign investment is the breakthrough of logistics bottleneck.But in different areas the function and position of the logistics industry in the national economy is different, If the government want to develop the area's economic, It must study the adaptability of western logistics industry and the industrial structure.This article analyzes the actual materials of western regions from 1992 to 2010, First,the article demonstrate the relationship between the western logistics industry and industrial structure.the article selects the logistics cost, infrastructure. total output value of three industries as the indicators. The research on the logistics industry development trend in western and the relationship between logistics industry and industrial structure. we get the relational expression of the logistics industry and the industrial structure in western region by establishing multi linear regression model and by the ways of Stationarity test. Cointegration test, Granger causality analysis and so on. Second.the article Establish evaluation index system of the adaptability of western logistics industry and the industrial structure after screening the main index in the principal component analysis and make Horizontal evaluation and Longitudinal evaluation in the Data envelopment analysis method. By analyzing the western actual data from 1992 to 2009,we get the degree of adaptability of western logistics industry and the industrial structure is increased year by year. especially from 2004 to2006 the degree of adaptability is up to 1. Generally speaking the adaptability of western logistics industry and the industrial structure is gradually improved. By analyzing the actual data of the western twelve in 2009,we get some provinces have the good adaptability of logistics industry and the industrial structure, for example the Inner Mongolia, Sichuan. Chongqing and Shan xi provinces. The other provinces still have the great development space. Finally, we get the improvement measures of input-output in the Data envelopment analysis method.Through the study on the adaptability of western logistics industry and the industrial structure.According to the evaluation results,we can put forward more scientific and reasonable suggestions to adjust the industrial structure of the western region and plan the industry distribution, which can make the adaptive development of the western logistics industry and the industrial structure.
