The Research On The Government Supervision Of The Financial Leasing Service Industry

Financial leasing industry is an important emerging industry,Compared with the developed countries,our country started relatively late,although it has developed very rapidly in recent years,but the development is not mature.With the beginning of the second half of 2011,the Ministry of Commerce,the China Banking Regulatory Commission,the local government have issued relevant management measures and regulations,and to replace business tax with value-added tax and a series of tax policies to support.But in the specific implementation process,there are still many aspects need to study and gradually improve about the government regulation of the financial leasing industry.In this paper,the background and significance of thesis of the government regulation about financing leasing institute was elaborated firstly,and the related literature at home and abroad of the government regulation about financing leasing institute was summarized,and the research idea of this paper was combed on the basis of reference.Secondly,the related concepts and theory of financing leasing and government regulation government was taken as the theory basis in this article,the existing problems about government control of financing leasing institute in the our country was summarized by the current development status quo of financing leasing,including that the knowledge of financing leasing is not unified and regulatory double regulation;attaches great importance to the examination and approval,despise regulation and supervision;lack of supporting measures and policies and regulations;and the regulatory system about our government management of the finance leasing is chaotic and so on.In order to better analyze these problems,this paper adopts case study method which is about the specific process of financing leasing for carrier aircraft to illustrate the problem of government regulation.Finally,the corresponding countermeasures and suggestions was put forward by taking the gradually improve of the government regulation about financing leasing institute in our country as a core purpose,including: strengthening the financing lease market policy environment;financing lease interests coordination mechanism established by the government;heavy regulation onthe approval,strengthen supervision of financial leasing companies,and so on.This paper considers that the regulation of the financial leasing industry is a continuous and complicated process.Both not be factual and can not be divorced from reality,and it must be solid analysis of the current market environment and existing problems,thus this paper puts forward the corresponding countermeasures and measures,so as to make financial leasing industry in our country more rapidly and stably develop.
