Research On The Government Regulation Over The Universal Service Of Telecommunication Industry

With the rapid development of economy and communication technology,telecommunications industry becomes more valuable in the Chinese economy,it also plays an important role in promoting the development of other industries.Moreover,the popularity of telecommunications services is the way to boost national economic development and improve people's livelihood,it is not only the obligations and responsibilities of the government,but also the necessary factor of economy development.However,the government support and the policy protection disappeared since the market of telecommunications shifted from monopoly to full competition,based on the principle of profit maximization and the lacks of government supervision mechanism,the market of telecommunications enmeshed in difficulties.In order to promote the national strategy of telecommunications,the government supervision and policy protection is very significant,the omission,dislocation and offside of the supervision departments will caused series problems within the development of national telecommunications industry.Enhancing the policy efficiency of government is an important issue as well,rapid innovation and increasing market competition have created pressures to protect and maintain the telecommunications industry.To be successful,supervision departments need to provide valid solutions,use effective marketing strategies in response to environment changes and recent government policy.This thesis studied the significance of the generalization of telecommunications services and the main problems existed at present,the author discussed the main conflicts between supervision departments and the telecommunications industry development through market research and field investigations.Furthermore,the author analysis the underlying reasons behind the market research,based on years of working experiences and compared with the developed countries telecommunication industry experience,the author put forwards several suggestions that both well-directed and suitable for national conditions,this thesis provides a theoretical fundamental for the Chinese telecommunication industry development.
