Regional Innovation Environment To Upgrade The Industrial Clusters Effect Test

In recent years,the low-cost advantage of many traditional industrial clusters in China is gradually weakened,the issue of industrial clusters upgrade get many domestic and foreign scholars attention.In view of the present situation of traditional industrial clusters in China,the independent innovation capability of many local industrial clusters in China is weak,and there are many problems in the process of upgrading,for instance,ignoring the role of regional innovation environment to affect the innovation and upgrading of industrial clusters.As an important part of the northeast old industrial base,in recent years,economic growth of Liaoning Province are ranked at the latter position of 31 provinces and cities,indicating that the regional innovation environment to guide the upgrading of industrial clusters is very urgent to economic development in Liaoning Province.First of all,this paper summarizes the predecessors’ research to construct the theoretical model about the regional innovation environment to the industrial cluster upgrading,to discuss its mechanism in three aspects.Then establish the regional innovation environmental index system,and divide the regional innovation environment into three aspects: the economic basic environment,the infrastructure environment and the resource investment environment;and then based on the data of fourteen cities in Liaoning Province use the factor analysis method to evaluate the three levels of the regional innovation environment of fourteen prefecture-level cities in Liaoning Province.And then based on the previous description of the upgrading level of industrial clusters,to establish the evaluation index system of industrial cluster upgrade level,and use the factor analysis method to evaluate the level of industrial cluster upgrading of fourteen prefecture-level cities in Liaoning Province.Finally,this paper adds two kinds of control variables,such as marketization and opening,to establish a simple econometric regression model,and makes an empirical test on the effect of regional innovation environment on the upgrading of industrial clusters.The results show that the economic basic environment,resource investment environment and marketization of Liaoning Province have a more significant impact on the upgrading of industrial clusters,while the infrastructure environment and opening of Liaoning Province have no significant effect on the upgrading of industrial clusters.Therefore,Liaoning Province,as one of the old industrial bases in northeast China,should actively build a regional innovation environment,improve regional innovation capability,guide the upgrading of traditional industrial clusters in the province,and realize economic transformation and sustainable development.
