The Performance Evaluation About The Rural Migrant Workers’ Entrepreneurship Policy In Jiangxi Province And Policy System Optimization

Since 2004,the NO.1 central file in our country focus on the problem of "agriculture,rural areas and farmers" for 14 years in a row.In recent years,along with the economic structural adjustment and economic growth slowing,a large number of unemployed migrant workers return home,government departments have issued entrepreneurship policy about migrant workers.Rural migrant workers as one of the important public policy,where are the concerns? How to evaluate its` performance? How to optimize the policy system in current environment,and then improve performance? Existing research mainly evaluate the result of the rural migrant workers` entrepreneurship policy from the economy,efficiency,effect and satisfaction,and ignore the needs of entrepreneurship support policy orientation,goal oriented,rationality,systemic and other key elements.As a public policy,realizing the function of "politics",namely the public value,is the core of policy performance evaluation.Rural Migrant workers’ entrepreneurship policy system is essentially a policy of interaction between actors and the interaction,and Policy of interactive relationship constitutes the process of entrepreneurship policy structure.Structure determines the function and efficiency can directly affect the policy performance,and process performance evaluation is the existing research institute but ignores one of the most important aspects.On the basis of existing research at home and abroad,this study entrepreneurial process policy for peasant workers to build the theoretical framework of performance evaluation,performance evaluation process of entrepreneurship policy for peasant workers in Jiangxi,discusses the problems existing in the policy of each process,and then puts forward Suggestions on optimization of the policy system.(1)Performance evaluation standard system of rural migrant workers` entrepreneurship policies.Based on the public policy process in the existing public policy evaluation,this study built a performance evaluation standard system of rural migrant workers` entrepreneurship policies through the contrast research.Policy formulation process includes six standards: goal clarity,equity,participation and rationality,feasibility and systemic;Policy implementation process includes five standards: government’s leading,accrual clarity,adequacy,influence and responsive;Policy results output process includes three standards: goal realization degree,efficiency and satisfaction;Policy monitoring and evaluation process includes two standards: participation and flexibility.(2)The performance evaluation results of rural migrant workers` entrepreneurship policies in Jiangxi.Policy formulation process: goals are clear,rationality and feasibility is high,but systematic needs to improve.Policy implementation process: adequacy,influence and respond are all general.Policy monitoring and evaluation process: monitoring and evaluation mechanism are not perfect and the policy efficiency needs to improve.(3)The optimization Suggestions of migrant entrepreneurship policy system.First,optimize the benefit expression mechanism,and improve the ability of government information access;Second,Training of migrant workers democratic power consciousness,to promote active participatory policy subject;Third,optimal consultation mechanism,strengthen the top-level design entrepreneurship policy;Fourth,clear policy executive power configuration,strengthen the policy special budget management of funds;Fifth,Provide on-site individualized teaching,to promote the migrant entrepreneurship policy implementation;Sixth,give play to the role of multiple subject policy supervision,and perfect the performance appraisal system;Seventh,establish policy guarantee mechanism,supporting policy implement smoothly.
