Research On The Policy Support Of The Inner Mongolia Migrant Workers Back Home To Run Businesses

China is a large agricultural country with a long history.According to the?Statistical Bulletin of National Economic and Social Development 2016 of the people s Republic of China?,the rural resident population reached 580 million in china.The proportion of Rural resident population is reached42%.All the time,development of Agriculture,Countryside and Farmers is a major strategic issue for people s livelihoodthat the country attaches importance to.Two of the most prominent issues are how to ensure the sustained growth of farmers income and how to accelerate rural labor transfer and employment.To this end,a number of incentives have been put in place,One of the most important of these is,by supporting migrant workers to return to their hometowns to start their own businesses,a good situation of mass innovation and entrepreneurship among the whole people can be formed,to speeding up the construction of new socialist countryside and the adjustment of rural industrial structure,to further solve the problem of the slow growth of peasants income,the difficulty of income and the slow transfer of rural labor force and employment.The return of migrant workers has a heavy social foundation and profound cultural background.First,with the development of economy and social changes,the willingness of migrant workers to return to their hometown to start their own businesses has been strengthened for the sake of their own development;Secondly,the public document clearly points out that it is necessary to vigorously train rural talents,launch a training program for young entrepreneurs,and create a number of rural entrepreneurs.The return movement of the labor force is very consistent with the general tone of governmentwork;Thirdly,most of China s rural areas are sparsely populated,and the people living near the township centers still have a certain consumption environment,while villages far from the township centers are not only backward in infrastructure,but also basically do not have a consumption environment.Seriously affect the consumption enthusiasm of the farmers who live here.So,it also has the historical mission of boosting the consumption enthusiasm of rural residents,revitalizing the rural economy and optimizing the industrial structure of rural areas.Before i wrote this paper,i surveyed and read extensively,querying data and historical documents related to the direction of the research.This paper expounds the social background of migrant workers returning home to start their own businesses and the significance of entrepreneurship to social development,enumerates the views of many scholars on the phenomenon of returning migrant workers to start their own businesses,and describes in detail the contents of the study and the ways and means of the study.In this paper,I discussed in detail the theoretical basis for migrant workers to return to their hometowns to start their own businesses.At the same time,i carefully analyzed the concept and characteristics of returning migrant workers and the concept and significance of their entrepreneurship,studied in detail the causes of the return of migrant workers to start their own businesses.This paper introduces the current situation of migrant workers returning home in Inner Mongolia,and the factors that restrict the return of migrant workers to start their own businesses,and enumerates the effects of relevant policies on migrant workers entrepreneurship,and evaluates the effects of the policies.The paper concluded that,at present,the quality and ability of migrant workers returning to their hometown to start their own businesses are low,but they have a strong willingness to start their own businesses,and the mode of entrepreneurship is still dominated by traditional industries.From the point of view of policy support,the policy support is strong and the implementation effect is good.Last,this paper puts forward some countermeasures and suggestions on how to optimize the policy support system of rural migrant workers returning home to start a business and to create a good environment for starting a business and doing business.
