Research On The Implementation Plan Model Of Public-Private Partnership Project Based On Logical Framework Approach

The development of PPP has been promoted since 2013 rapidly in China.The introduction of the private sector in the field of public services and infrastructure breaks the monopoly,stimulate the competition mechanism and improve the quality and efficiency of public products and public services supply.As of March 2016,the actual successful landing rate of PPP project is less than 30%.Most of the PPP projects in China are facing difficulties of successful landing.PPP in our country is in the stage of exploration that PPP legal system is imperfect and financial policy is not supporting PPP project.The success of the PPP project was restricted.Though the early planning and preparation of the PPP project has a direct effect on the success of PPP project.The PPP project is hard to succeed because of lacking a good implementation plan on PPP project.Through literature study,scholars' research at home and abroad for the direction of PPP mode is more dispersed.At present,there is a lack of support for the implementation of PPP project based on complex system theory and life cycle information and resource integration.PPP project implementation plan is also lack of scientific system tool support.Therefore,this paper constructs a PPP project implementation planning model based on the logical framework method to form a scientific,systematic and practical implementation plan.This plan can shorten PPP project preparation time,improve the relevant stakeholders in the decision-making efficiency,alleviate the information asymmetry between stakeholders and enhance their communication efficiency,promote the PPP project stakeholders to reach a consensus on sustainable development and the PPP project.PPP project is a complex system with multi agent participation.The PPP project system is decomposed based on complex system theory and WSR methodology,and the operation process of PPP project system is analyzed.Then,this paper analyzes the principle of the LFA and LFA's concept,structure,analysis process and its advantages and disadvantages.The research analyzes the applicability of the logical framework method in the PPP project in order to use LFA in PPP project in order to lay the foundation for modeling.Through the introduction of strategic map as a tool for strategic analysis improves the deficiency of the logical framework method analysis,and makes it more suitable for PPP project implementation plan design.The research build the PPP project implementation plan model based on the improved model after the classification of the purpose of the PPP project by using the theory of WRS methodology.This paper uses the PPP project of M City Smart City(phase I)in D Province as a case to verify the applicability and effectiveness of the PPP project implementation planning model.This study enriches the research content of logical framework approach and PPP model,provides a new perspective for future research.In this paper,a general PPP project implementation planning model is established,which can improve the quality and efficiency of the PPP project implementation plan,which is of theoretical and practical significance.
