Study On The Countermeasures Of Illegal Construction In Urban Built-up Area From The Perspective Of Multi Governance

With the continuous development of China's economy,and vigorously promote the construction of National City,in the city of illegal construction in the process has been a serious obstacle to social development and social stability,the whole society has become a recognized city "cancer".On the one hand,illegal construction has destroyed the city planning and city landscape,but also affect the image of the city and the lives of the residents,have to spend a lot of manpower,financial and material resources management,that is to say,the governance means that the consumption of administrative resources and social resources;on the other hand,because the governance of illegal construction problems and contradictions the disposal,the slightest mistake,it will become the focus of media attention and concern to the society,city management difficulties,is one of the negative factors affecting social harmony.According to the five major functional areas of Chongqing city development strategy,the T District of Chongqing was designated as the new urban development area.[1] development of the new city is the main battlefield of the future of industrialization and urbanization,an important regional agglomeration of new industry and population,an important manufacturing base in the city,the "four modernizations" synchronous development demonstration zone and Sichuan Chongqing,Chongqing and Guizhou regional cooperation and win-win first area,is the key to solve the large urban diseases in the region.As the main battlefield of the industrialization of urbanization,the T District of Chongqing City,the task of urbanization is very difficult,and the process of urbanization can not avoid the problem of illegal construction.In other words,T District illegal building governance affect the process of the city,if not a scientific and reasonable management of illegal construction,the positioning of the main battlefield of the industrialization and urbanization will not be realized,is bound to affect the achievements of development strategy of the five functional areas of Chongqing city.The author in order to solve this problem,the new public management theory,from the perspective of social governance,to mobilize forces of the society,the common governance possibility of illegal construction,and T district as an example of empirical research,aims to find an effective way to control the illegal building.
