Governance Research On Villa Illegal Constructions Of ChaYuan New Area In Chongqing

With the rapid urbanization,Illegal construction has gradually become the serious problem in urban management,which has been spread rapidly from rural areas,urban and rural areas to the villa area especially in recent years.Local governments have taken a series of measures to prohibit the illegal construction,but it seems doesn't work.governance of illegal construction in villa area is also very difficult.This paper sets villa area in Chayuan New Area of Nan'an District,Chongqing as the example.It concludes four main causes of the illegal construction in Chayuan New Area based on the field survey and analysis of the current situation and governance problems.Firstly,the illegal construction has built for a long time.Secondly,the design of housing construction is not good enough.Thirdly,Developers made deceptive propaganda.Fourthly,legal consciousness of public is weak.Fifthly,Administrative examination and approval is trival.Besides,local government also have problems in governance of illegal construction,as ignoring controlling before construction,weak supervision power,uncompleted departmental cooperation system,and lack of handling methods.According to the above reasons and problems,the paper puts forward the countermeasures and suggestions in three aspects combining with situation of Chayuan New Area,such as strengthening the prevention and control of the source of illegal construction,improving the investigation and handling mechanism of illegal construction,and innovating ways of illegal construction.It makes a reference suggestion for the governance of villa illegal construction in the Chayuan New Area,or other cities and regions.
