Public Infrastructure PPP Model Research

In recent years,the public infrastructure construction in our country has gained an all-round development.Along with the economic development and social progress,urbanization has been accelerating,which brings about increasing demand from urban and rural residents for usage of public infrastructure and for its construction.However,public infrastructure construction needs a huge number of funds and the governmental support cannot match the development needs;therefore,sufficient financing is a must for the construction of public infrastructure,which results in PPP mode rising.PPP was not introduced to China until the 80 s in the last century.It has been being promoted and developed in the field of public infrastructure construction of our country in recent years.PPP offers us channels by which social capitals enter without increasing governmental financial burdens.In recent years,numerous PPP oriented projects have been springing up in our country and PPP mode is becoming the focus of various fields.Based on the combination of theory and cases,and on the theories of public selections and contestable market,this essay analyzes necessity and feasibility of promoting PPP mode in the field of public infrastructure construction,as well as the current development situation of PPP mode in that field;this essay states problems exiting in the aspects of government,interest mechanism,enterprise participation,as well as talent training and proposes suggestions.In the final part,this essay takes Qingdao Metro Route 4 as an example to analyze the PPP financing mode thereof.This essay mainly analyzes the PPP Funds of the PPP mode of Route 4,puts forward references and suggestions.The publication of “BOT+PPP Funds” of Qingdao Metro widens financing channels,relieves the financial pressure of the government,which is a significant system innovation and provides new ideas for other financing of infrastructures.
