China is the world's largest cotton producer and consumer.Since 1982,China's cotton production has ranked first in the world.And we can see China has a vital position in the world.Cotton is one of the most important economic crops after food crops in China.The development of cotton industry is of strategic significance to our national economy.Since China's accession to the WTO,agricultural production has suffered the domestic production costs and domestic and foreign agricultural prices "upside down" double squeeze.The grain market there have been a strange phenomenon that production,imports and stocks all increasing.The domestic soybean demand is strong,and production is hovering,and imports rising year after year.The United States is one of the world's largest cotton producers and one of the most important importing countries of China's cotton.In order to improve the competitiveness of US cotton and protect the interests of cotton producers,the US New Agricultural Bill launched a shallow income protection plan for highland cotton producers in 2014 which will be implemented in 2015.It is widely believed that US cotton has a large competitive advantage because of its low production costs.With China's cotton production shrinking,China's cotton supply and demand gap will be further expanded.In order to stabilize and improve China's cotton supply capacity in the case of an irreversible decline in China's area.,the only way out is to continuously improve the efficiency of cotton production in China which is the total factor productivity in the agricultural economic growth theory.The purpose of this paper is to compare and analyze the cost-benefit situation of cotton production in China and America.And to calculate the total factor productivity of cotton in China and the United States.Through the comparative analysis of cotton production in China and the United States,this paper will propose policy suggestions on promoting total factor productivity of cotton in China by learning from the experience of cotton industry development in the United States.After collecting a large amount of relevant information,through the China Statistical Yearbook and the national agricultural product cost data compilation,I summed up China's provinces cotton production costs and earnings data indicators in recent years.And I also collected the United States in the main cotton producing areas of the cost of production data indicators from the US Department of Agriculture website.Through the analysis of the two countries I found that China's cotton production costs continue to rise,while the net profit is low although China has the output value advantage.According to the China National Bureau of Statistics published in recent years,China's cotton production price index and the United Nations Food and Agriculture Organization announced the US cotton production price index,respectively,the cost of cotton between the two countries Index for price reduction.After the price reduction,the cotton total factor productivity of the two countries were measured,and finally the research and analysis,and comparative analysis,found that China's cotton production technology to be further improved,the scale of cotton production efficiency is insufficient.In view of the problems found above,the corresponding policies and suggestions are put forward.
