The Research On Reverse Technology Spillover And Technological Innovation In China

Under the background of the new economic,the development model of innovation has gradually support the new economic development.And technological innovation has become the focus of China's innovation growth model.Science and technology are the primary productive forces.In order to realize the change of the mode of economic development,it is necessary to improve the ability of technological innovation to enhance the potential of economic development.In the open economy,the improvement of technology innovation needs not only domestic knowledge reservation to enhance the capability of independent innovation,but also foreign advanced technology.Foreign advanced technology absorption is the key point to enhance the knowledge reservation of domestic technology,so as to enhance all-round technical innovation level.Therefore,it is very important to obtain foreign technology spillovers to improve the level of technological innovation in China.The main channels of foreign advanced technology spillover in China include international investment and import and export trade.For the home country,acquiring advanced technical knowledge from the host country is to realize the process of reverse technological spillover effect,and the technology of reverse spillover occurs mainly through foreign direct investment and export trade.This is also the main content of this paper,that is,analyse the impact of reverse technology spillover which arise from outward foreign direct investment and exporton the level of China's technological innovation.After the analysis of the existing theoretical literature,this paper combined reverse technology spillover with technological innovation in our country to compare the different impact of the two channels on our country technological innovation.And From the perspective of the different absorptive capacity,this paper is based on the related research of international technology spillover.In this way,the paper explains the innovation and technological innovation,spillover,technology spillover and reverse technology spillover of several groups of concepts,so as to have a clear grasp of the research contents;then,according to the relevant theoretical basis of the analysis of the current situation of technological innovation,China's foreign direct investment and export trade,and discussed the reverse technology spillover of the two channels on the influence mechanism of technology innovation in China and its differentiation in detail.Then,based on the C-H model and L-P model,this paper constructs the research model of the impact of the reverse technology spillover on technological innovation,and carries out the empirical analysis.This paper takes the 2003-2014 year interprovincial kneading board data as the object of study,and conduct the empirical test of the impact of export trade and outward foreign direct investment reverse technology spillover to China's technological innovation.The empirical results show that:(1)The outward foreign direct investment and export trade reverse technology spillover have a positive impact on our country's technological innovation,but the reverse technology spillover effect of technology innovation is weak than export trade.That is,at this stage,the channel of export trade is the main way to access to the host country's reverse technology,and outward foreign investment reverse technology spillover on technological innovation of China's is weak than export trade.(2)The research of human capital which works as the technology absorption capacity can positively regulate the outward foreign investment spillover effects of technological innovation,but the regulation is not significant,the absorption ability of scientific research of human capital did not constitute investment spillover;on the other hand,the research of human capital and the influence of the export counter regulation reverse technology spillover on technological innovation of trade,it hinders the promotion of export trade reverse technology spillover on technological innovation to some extent.(3)In the process of the influence on technology innovation,the complementary effect between export trade and outward foreign direct investment reverse technology spillover exists.At the same time,there is extrusion effect,extrusion on the specific performance of investment spillover.(4)There are regional differences in the impact of foreign direct investment and export trade on China's technological innovation.(5)Whether the host country is developed or less developed countries(regions),outward foreign direct investment and export trade reverse technology spillover has a significant impact on China's technological innovation level.Finally,according to the conclusions,the paper puts forward some policy suggestions.First of all,we are to continue to expand the scale of outward foreign direct investment,and emphasis on the change of outward foreign direct investment,to encourage technology seeking outward foreign direct investment to promote the country technical level;secondly,coordinate the investment in overseas areas,narrowing the developed and developing countries investment gap;thirdly,strengthen the scientific research talent reserves,absorptive capacity in order to make full use of technology spillovers promotion.Finally,realize the balance development of technology and regional outward foreign investment and trade,so as narrowing the gap among the level of regional innovation.
