Research On The Development Stages And Policy Of Housing Industrialization Under The Perspective Of Chain

The implementation of housing industry has risen to the national strategy of economic development,social progress and technological innovation of China which is the only way to the transformation and upgrading of internal structure of construction industry and technological innovation.From the related ideas of housing industry put forward,there is a big gap among cities in China.In order to break through the bottleneck effectively,related researches had put forward the corresponding development strategy from a macro level or a single perspective,which lacked of decision-making for different stages.Therefore,this article based on the summaries of stages and features of housing industry,built up the index system of the development level of housing industrialization under the the perspective of industrial chain and confirmed key factors and its evolution of significant degree of different stages to provide evidence for the policy framework of different development level.Based on the deep research on the evolution of housing industry in developed countries and the theory of industrial life cycle,divided the development stage of housing industry reasonably:the import stage,the preliminary development stage,the rapid development stage and the sustainable development stage.In order to summarize the tasks and the characteristics of the evolutionary relationships between the government,enterprises and consumers of all stages of the housing industry,which combined deductive analysis and inductive analysis.Based on the characteristics of the various stages of housing industry and related researches to conduct primaries of the relevant indicators.In order to build the index system of the development level of the housing industry,which set the policy,market,technology,quality performance and business in one,by using the introduction of expert authority of Delphi method to identify each layer of indicators and structural entropy method to determine the weight of indicators.Through the relevant literature,practical experience and the conclusion of the previous stage to summarize the key factors of the development stages.From the horizontal analysis of the center degree,the reason degree,the influence degree and the influenced degree of key factors at stages and the longitudinal analysis of the changes in importance of the main factors of different stages to provide evidence for the policy framework of different development level by using DEMATEL method.In order to provide a reference for local government policy,considered the supporting,coordination and complementary of the policy recommendations to build a policy advice system of different stages which involved policy and regulations,economic policy,policy of technology and management,structural policy,organizational policy,layout policy and promotion policy of standardization and parts system.The division of the development stage of housing industry enriched the relevant theoretical research.It has a certain practical significance to provide a way to determine the development level and policy recommendations for different cities from build up the index system of the development level of housing industrialization,confirmed key factors and formulate policy recommendations system which corresponds to the stages.
