Research On Frame-policy System And Measures To Develop Housing Industrialization In China

Since a great number and range of housing is under construction in China ,there is a great prospect for the development of housing industrialization. At the same time,it is the only way to modernize the housing industry .Industry policy made by government is the most important factor to develop it expect market demand .Our government has made some policy to lead and push the development of housing industrialization,but there are series of problems and has not form an integrity policy system. The main contents around the center aim of how to develop housing industrialization in China included in this paper are:(1)Firstly,introduces the concept,constitution,characteristics and the marking of formation of the housing industry, then the concept , meaning , necessity , possibility and the present development condition in domestic and international of housing industrialization are expounded .(2) Analyze and summarize the policy and measures adopted in Japan on the early period of the development of housing industrialization in order to offer consults to policy in China.(3) Find out the causes obstruct the development of housing industrialization in china in aspects of market,economy,technology and policy from analyzing the present condition deeply.(4)The theories of exterior and market failure,the second mover advantage,the structure conversion,the scale economy and the technique development are discussed,point out the present orientation and the development target for the future,analyzing the shortage of the current policy .According to principle that policy established,put forward the integrity policy system to push forward the housing industrialization in our country. The policy system is constituted by the technique policy, economic policy,structure policy, organizition policy and distribution policy.(5)Divide our counry into compare prosperous region and unprosperous region according to the development level of housing industrialization, then reasonal advices about the concret measures should be used to develop housing industrialization steeply and in present stage are given.
