Research On Coordination Mechanism Of Mountainous Modern Agriculture Development And Land Circulation

With the advance of reform and modernization of agriculture,mountainous region needs to be optimized,and the deep influence of landscape and natural resources has constrained the development of modern agriculture.After the golden age of the 12 th Five-year Plan,China has made a big leap over general agricultural production;the revenue of farmers has increased rapidly,and the gap between rural and urban area has shrunken.In addition,rural infrastructure and public service have been improved.The development of agriculture is an important part of the economy,especially during the modern era when the inside and outside factors are complex.Along with upgrade of consumption structure,modern agricultural development needs products that are good,diverse,and specialized.Moreover,the advantage of field resources needs to be reinforced in order to search for a melody between modern agricultural development and field rotation.This paper first defines “land circulation” as rural land circulation,the rotation of the right of use,and the trade of group owned rights to operate.The melody between modern agricultural development and field rotation is to investigate the current situation,symptoms and problems,to identify the individual needs of modern agricultural development and field rotation,to find out the crossroad,to discuss cooperation of mountain modern agricultural development and field rotation,and to plan for a new path.This paper chooses Chongqing Jiangjin district as example to examine agricultural technology level,production efficiency,economic efficiency,and social response.Based on mountain field rotation,aiming for modern agricultural development and field rotation,using different methods of analyzing,a system of evaluation has been established.The system redefined modern agriculture,optimized evaluation structure,improved rotation methods,expand applicable areas,provided theoretical support for “Beautiful Countryside”,and set out example for rural needs of livable countryside development.The content and conclusion are as follows:1.Based on the definition of land circulation and modern agriculture,the cooperative theory into modern agriculture and land evaluation system.The results show that,the terrain determines the research area of modern agricultural development pattern.The level of agricultural modernization is the main reflection of intensive agricultural business entities for the production data,the intensive use of labor.Also,the modern level of agricultural intensification is also showing the north south high low pattern.Mainly because of the level of intensive agriculture is mainly affected by agricultural management main body is easy to accept the modern advanced technical means and management mode.2.In this study analyze land circulation and the development of modern agriculture,mainly reflected in the scale,intensive,collaborative exploration of elements of the development of modern agriculture of township scale between the 4 angles of market and farm level.And with the method of grey correlation analysis between modern agriculture the level of development of mountainous areas with 4 elements of system relevancy,that need to take appropriate measures to the development of modern agriculture in mountain area,in the implementation of a typical model at the same time,also actively promote the development of mountainous area infrastructure,improve the production and transportation of products can be concluded.3.This research fully draw scale theory,location theory,Two dimensional economic structure theory,Ecological economic theory and the theory of land property rights,combined with AHP improved entropy method to determine the weight.And then,measure the level of development of modern agriculture as the basis of improved entropy method,TOPSIS comprehensive evaluation,land circulation and the development of modern agriculture collaborative evaluation system of grey correlation method.4.The empirical analysis shows thatthe development of modern agriculture in mountain area to establish the land circulation mechanism as soon as possible,the development of appropriate scale management of land circulation mode.The study area has been fully carried out,a lot of land to achieve circulation,ecological agriculture and tourism land transfer procedures and the transfer contract has been further standardized and improved based on the parties involved in the land transfer of interests have been guaranteed.We should encourage the government departments at all levels of organization of the company,a large farming cooperatives,and individual farmers to explore the transfer mechanism innovation right,makes land resources with highly mechanized,moderate scale,industrialization development of high energy,so as to attract more foreign business capital investment bidding.For a large farming enterprises and companies,after the transfer of land through land remediation,well-facilitated capital farmland constructionwith a certain scale of the purpose of large-scale management,so as to attract support for small and micro enterprises and rural cooperatives,the breeding of large investment provides the basis.
