Since the 1980 s,the global value chain based on specialized division of labor has become the mainstream mode of commodity production.China's manufacturing industry put the bottom of the value chain as entry point active integration into the global production rely on the advantage of,China has not only expend its international trade market,but also get the great leap of quality and quantity of its economy and technology.However,with the deepening of value chain division of labor of China's manufacturing industry,economy enters the new normal,whether the effect of China's manufacturing value vhain embedding on technological progress still exists?Besides,in the situation of sustainable economic development,technological progress in manufacturing industry is not only affected by the globalization of labor division,human capital through knowledge transfer also has a direct or indirect impact on technological progress.Therefore,under the New Normal,from the perspective of globalization to examine the value chain embedded in the relationship between technological progress,and find out the the level of human capital that the interaction between value chain embedding and human capital strengthens technological progress,it's helpful to promote the technology progress of China's manufacturing.Based on the review of the relevant theory and existing research results,this article explained the interaction mechanism between value chain embedding and technological progress,as well as the investigation of the constraint of human capital on value chain embedded technological progress.After that,obtained the empirical indicators by vertical specialization index method and DEA-Malmquist index method,combined with theoretical mechanisms,we use the panel measurement model to analyze related issues,the empirical results show that:(1)The value chain of Chinese manufacturing inhibited the technological progress after promoting it,which reflects an inverted U-shaped relationship;Compared the results of different factor intensity sectors,it shows that the capital intensive manufacturing enters the "turning point" later than the labor-intensive one,which indicates that labor-intensive industry will be encountered with the inhibition,the "turning point" earlier.(2)Human capital hasa positive effect on the value chain embedded technological progress.Comparing the results of different factor intensity sectors,it shows that the higher the level of initial human capital,the smaller effect of human capital on chain embedded technological progress,it is found that the human capital acts as a "stabilizer" in the process of enterprise embedding into global value chain,stabilizing the positive technological progress shock from the manufacturing embedded value chain.Therefore,in the process of promoting the Chinese manufacturing industry to participate in the process of global value chain,improve the level of human capital,help to promote the steady development of China's manufacturing industry.
