Resarch On Different Performance Of Irrigation Systems Governed By Villager's Committee

Grain production is an important cornerstone of the national economy,food security issues related to economic development and social stability.With the improvement of urbanization and the aggravation of a series of negative factors such as climate,China's food security has gradually become the focus of national attention.Irrigation is an important link of food security,since 2009,in accordance with national planning,water conservancy investment has increased year by year,project such as “Key counties of small-scale irrigation construction” & “high standard farmland construction” are successively promoted nationally.However,according to the results of the follow-up survey,the projects that has been built running are facing lacking of management problem wide spare,“heavy investment light management” phenomenon among the farmland water conservancy governance process has not been changed.This article is a follow-up study based on the previous research conclusions,through the follow-up investigation to increase the number of cases,in the form of questionnaire to obtain data.Based on the actual situation of case village,three main action scenarios in irrigation system are determined by IAD framework analysis.Through the game theory analysis,it is pointed out that the villagers managed irrigation system under the state of atomization will face high personal cost.The village committee can transform individual costs into social costs to promote effective management of irrigation systems.Based on the actual situation of the case village,the principal-agent model of irrigation system performance is constructed based on principal agent theory.Based on the model analysis,5 hypotheses to be verified are put forward,and some inferences are given.Through theoretical analysis and empirical analysis,this paper draws a conclusion: the source of income and reputation of the degree of attention of village head,the supervision of the Village work costs and irrigation facilities dependence of villagers,is the cause of different village irrigation performance,these factors affected by the mayor and the village people to participate in irrigation system management income,thereby affecting the long-term performance of irrigation system.Finally,according to the above conclusions,policy recommendations: 1 promote farmland circulation,improve farmland use efficiency.2.Promote high economic benefits of crops,promote agricultural production.3 strengthen the villagers legal education,strengthen internal and external supervision.4 village cadres professional.
