Research On The Development Dilemmas And Countermeasures Of China's Environmental Pollution Liability Insurance

With the continuous deepening of reform and opening up,China's economy has developed rapidly,the living standards of residents have been improved,and the social civilization level has been significantly improved.However,the environmental pollution and other issues behind the economic growth is even more prominent.Initially for the development of the economy to grab a large number of natural resources,ignoring the ecological environment,this economic growth path buried many hidden dangers.In the transformation of the mode of economic development in our country and construct the concept of ecological civilization,to solve the pollution accidents caused by the loss of life and property caused by the masses of the people and to appease the panic,it is necessary and urgent to improve and develop the liability insurance of environmental pollution in china.Environmental pollution liability insurance can alleviate the pressure on environmental governance,at the same time,also has the function of risk loss compensation and supervision,can urge all kinds of enterprises seriously fulfill the environmental responsibility,to create a whole society to participate in ecological civilization construction,improve the quality of the environment.In this paper,the theory of environmental pollution liability insurance is analyzed and elaborated,which lays the theoretical foundation for the research;secondly,the comparative analysis of the development of foreign countries,to learn from experience;third,using the chart and data to make an empirical analysis of the necessity of the development of environmental pollution liability insurance in China;fourth,in-depth analysis of the problems and defects in the current stage of development;Fifth,from the point of view of the government,insurance companies and enterprises to put forward specific countermeasures,for example: to build a sound legal system,to play the role of the government,corporate social responsibility,insurance companies to improve the terms and products,to promote the "Wuxi model" experience,accelerate the construction of the third party assessment mechanism and so on.
