Study On Fishery Producers To Participate The Fishing Quota System In China

The Central Committee of the Communist Party of China have been releasing "No.1 document" continuously for the past 13 years,which is as the theme of Agriculture,especially in 2016,it emphasizes that solving the problem of Agriculture with the developing ideas.Fishing industry as an important part of agriculture,the development of fishery economy is restricted by fishery resources recession.In order to solve the deterioration of fishery resources fundamentally,China has introduced a series of Input control management policies.To some extent,it contained the trend of the fishery resources exhaustion in China.But it is not fundamental.At present,with the rapid economic development of our country and the background of the new normal,the development of fishery economy is facing with new opportunities and challenges.It needs an urgent transition.It's urgent to implement Fishing Quota system with Input control management.The nature of this system is to manage people and ships.The choices of different strategies for different subjects have direct effects on its implementation.International scholars have laid a solid theoretical foundation for the study of the Fishing Quota system,while domestic scholars have carried out some research on how to implement this system in our country.In order to make the macro policy can be implemented effectively,we need to study from the micro level.In fishery background of China,the micro level of the system to fishery producers of the study is still very little.This paper summarizes the experiences and lessons from foreign country of the Fishing Quota system for the reference of China to formulate a reasonable Fishing Quota system and reviews the formulation and deduction of the idea of Fishing Quota system in our country.Then use game theory to analyze the behavior of the main body under the Fishing Quota system.Based on the analysis,using the data collected from the questionnaire that answered by 113 fishermen in Shanghai,Zhejiang and Shandong province,analyzing the factors of fisherman's willingness to participate in Fishing Quota system to test the validity of the theoretical deductive reasoning.Finally,basing on the typical experience and lesson in the country puts forward some countermeasures for China's Fishing Quota system to promote.The article is divided into six chapters.Chapter one is the introduction.It introduces the research background,expounds the purpose and significance of the research and the related concepts involved in this study and the research methods and research techniques are introduced.Chapter two is the literature review.This paper reviews researches of fishery resources management system in field of Economic management,law and biology and put forward the article research content.Chapter three: The basic theory of fishing quota system and implementation situation of relevant countries.This paper introduces the definition of fishing quota system and the main forms of this system and summarizes the experiences and lessons from foreign country of the Fishing Quota system for the reference of China to formulate a reasonable Fishing Quota system and reviews the deduction process of the idea of fishing quota in China.Chapter four: the game analysis of the main body behavior under the Fishing Quota system.The article focuses on the supervision level of Fishing Quota system and builds three static game models to study the game rules of fishery producers,fishery regulators and other fishery producers.This article draws the following rules.firstly,we should build regulation system as soon as possible,secondly,lighten the punishment for the lack of government's supervision in the beginning stage,thirdly,establish the high public reporting rewards and fourthly,punishment amount of illegal fishing is not the higher the better.Fifthly,set up reasonable penalty system to provide the guide for the Fishing Quota system and modern fishery comprehensive test reform in China.Chapter five: the factors of fisherman's willingness to participate in Fishing Quota system.This paper is based on conclusion from chapter four,and using the data collected from the questionnaire that answered by 113 fishermen in Shanghai,Zhejiang and Shandong.It takes the Logistic model to research the factors of fishermen's willingness to participate in the system.Research reveals that their willingness to participate is influenced by age,education level,gross power of fishing boat,total catch,the ratio of the revenue from fishing,the ratio of report bonus to the revenue of over fishing and the frequency of supervision.Chapter six: conclusion,Suggestions and prospects.Summarize the research conclusion and puts forward how to promote the Fishing Quota system in our country.The main conclusions indicates :(1)The completeness of regulatory system has directly effect on system implementation;(2)Lighten the punishment for the lack of government's supervision in the beginning stage;(3)Should not be set up mechanism of report;(4)We need to consider Political,economic and cultural when we set punishment amount;(5)We should improve the level of fishermen's education.(6)We should limit fishing power(7)We should increase regulatory costs of inputs in the beginning.Based on the research conclusion,and puts forward the following suggestions: First and foremost improve the fishery supervision system,set up resource information system;Second,strengthen the fishery resources survey;Third,set Fishing Quota system from loose to strict;Fourth,combined with fishing power index reform,and gradually promote the fishing quota system;Fifth,promote common management;Sixth,continue to intensify training of fishermen,adjust the direction of fisheries subsidies and guide fishermen to do other job;Seventh,build the social security system for fisheries.
