On The Environmental Protection NGO Of Contemporary Marine Fishery

The marine environment is a typical public goods,in the past experience,it is not feasible to rely solely on a subject to protect and manage the marine environment.Therefore,in the different governance subjects,we must form a management pattern which is centered on the government and each benefit subjects cooperate jointly.Among the subjects,they perform their duties,to do their best,marine environmental protection NGO as the carrier of the joint public also play a very important role.However,at present,the development of marine environmental protection NGO in China are still facing many obstacles.From the general meaning of environmental protection NGO,the relevant government departments have no confidence in environmental protection NGO,the government take the NGO dual management system seriously hampered the further development of environmental protection NGO.At the same time,the establishment of environmental protection in our country is relatively short,at the present stage,the social credibility is not enough,the comprehensive ability is not high isalso an urgent problem needs to be overcome in the development process of NGO.Not only this,the national awareness of marine environmental protection is relatively weak,only a small number of people will actively participate in marine environmental protection;From the perspective of the particularity of the protection of the marine environment,the marine environmental protection not only needs to face with the difficulties that exist among all the ENGO,as well as the specialization of marine knowledge,complexity of the ocean also exist.Therefore,how to optimize China’s marine environmental protection NGO’ survival system environment,how to strengthen their own professional ability construction and obtain the recognition of the public.Finally,to make marine environmental protection NGO play a greater role in the marine environmental protection process is the main purpose of this paper.In this paper,the marine environmental protection NGO as the research object,we did a series of basic research on its origin,development,current situation,existing problems and the causes of the problems.First of all,Through the history and current situation of China’s environmental protection NGO marine development as the starting point,combined with the investigation report and individual case to illustrate the summary of China’s marine environmental protection NGO’ major problems at present: the number is small,decisionmaking participation,environmental protection role is weak,marine environmental protection emergency management,public participation,lack of organization activities the intensity is limited etc..Then,the author summarizes the main reasons,such as the shortage of law and policy,the lack of a stable source of funds,the weak awareness of environmental protection of the public and the weak construction of environmental NGO.Finally,Under the understanding of Marine Environmental Protection NGO in America and Japan,combines the characteristics of the development of China’s marine environmental protection NGO,to reference from the perspective of the construction of marine environmental protection NGO system environment,strengthen financial support as well as its own construction,From the four aspects: the optimization of the law and policy environment,the establishment of institutionalized financing channels,cultivate the awareness of marine environmental protection of citizens actively and advocacy and strengthen the construction of professional ability,to promote the development of marine environmental protection NGO in China.
