Generic technology can optimize the industrial structure,achieve industrial transformation and upgrading,it is a strategic support technology for the industrial economy's high efficient and quality development of.any country.But at the same time,the pre-competitive "quasipublic" attribute of the generic technology makes it inevitable that there is a phenomenon of "double failure" in the market and organization because of the lacking of the main body and R & D investment.This kind of “double failure” determines the unique role played by the University-Industry Collaboration in generic technology's research and innovation.Benign University-Industry Collaboration can effectively reduce R & D costs and risks,enhance the broad and relevance of technology,achieving generic technology breakthroughs and industrialization process,so as to promote social and economic development.In order to make up for the lagging behind of empirical study,we take the biotechnology field as an example,use the patent data of the world biotechnology field from 1994 to 2013.Based on the method of Propensity Score Matching,we got the sample.Through the index of Mean Technology Co-classification Ratio and Mean Technology Co-classification Index,we make the comparative study for technical generic features of university-industry collaboration patents,industry-industry collaboration patents and industry application patents,the effect of University-Industry Collaboration(UIC)on industrial generic technology innovation was tested.The results show that University-Industry Collaboration(UIC)has a significant positive impact on the generic technology innovation in the field of biotechnology,and there are significant differences in the innovation effect of UIC between different technology fields and different countries.Therefore,while taking the positive role of-University-Industry Cooperation(UIC),we should consider the differences in the characteristics of different technical fields and regional policies: First of all,from the development strategy,enterprises need to improve their own initiative,realize that the key of core competitiveness lies in scientific research and innovation,strengthen their own absorptive capacity actively can make themselves become the real innovation source of their own business.Secondly,considering the impact of the technical field's characteristics,the UIC members should choose the appropriate partners according to the technical characteristics,and it will be more conducive to R & D innovation.Finally,the government should play an active guiding role,combined with the current characteristics of China's R & D environment,adjust the corresponding policy,reform and innovate the mechanism of University-Industry Cooperation.In order to change the current situation that the implementation of the policy(about University-Industry Cooperation to promoting generic technology innovation)is not ideal.Then we can achieve the industrial generic technology breakthroughs,and enhance industrial competitiveness.
