Since 1980 s,the concept of “performance management” has been gradually introduced into public administration from enterprise management,Government performance management is widely concerned by managers and scholars.With the deepening of economic globalization and political management system reform,the pursuit of high efficiency and precision has become the main direction of government reform.Recent years,The Chinese government attaches great importance to performance management,The performance management is to promote the transformation of government functions,improve the efficiency of an important starting point,C lear implementation of performance management requirements included in the Communist Party of C hina 17 th and 18 th National Congress and other important government reports.The tax department is one of the important functions of the government,For the enrichment of the country,in order to tax the people as a mission.Since the implementation of performance management in 2014,Certain achievements have been made in improving the level of the tax law,reduce the cost of the tax levy,harmonious relationship.As the tax department to implement performance management not for a long time,the performance management of the tax department is still in its infancy.This paper uses the method of literature analysis,questionnaire survey and interview,through the in-depth investigation and analysis of the performance management and operation status of L County Local Taxation Bureau of Guangdong Province,and introduces the current situation of performance management a nd operation of L County Local Taxation Bureau,Including background introduction,performance management system construction,performance appraisal framework and so on.This paper points out that the performance management evaluation index design is not r easonable,performance feedback feedback is particularly lacking,the results of the use of insufficient results and other issues.In combination with the administrative characteristics of the tax department,the quality of the personnel and the quality of the performance of the tax department.Trying to put forward measures and suggestions to improve the performance management of local tax system,In order to promote the improvement of tax system performance management,and provide reference for the establishment and improvement of the performance management system of government agencies in China.
