Research On Customs Supervision On The Development Of Cross-Border E-Commerce

Since 2012,in order to facilitate the development of cross-border e-commerce,National Development and Reform Commission,together with General Customs of China,have carried out the pilot project of cross-border e-commerce.And,Zhengzhou,Shanghai,Chongqing,Hangzhou,Ningbo,Guangzhou and Tianjin joined the project as pilot cities.As a newly-developing industry,cross-border e-commerce is developing prosperously.Cross-border e-commerce is changing the traditional import/export mode and becoming the new growth points of China's foreign trade.However,so far,the operation of cross-border e-commerce is on the exploration stage,there are gaps between the reality and expectation.The procedures need to be standardized.Customs,as the supervision and management authority of import/export,is important on strengthening the international trade security and convenience.However,compared to the fast developing of cross-border e-commerce,there are still problems on Customs' supervision on this area.These problems are not only related to administrative idea,supervision mode,but also related to concrete operations.As a staff of Customs,the writer is trying to take G Customs as an example to study on the problems existing in cross-border e-commerce through documentary research and interview,and trying to analyze the deep level reasons,combing with the developing trend of cross-border e-commerce to propose overall suggestions,exploring a new Customs supervision mode which is adapted to the development of cross-border e-commerce,so that to convenience the Customs administration and facilitate the foreign trade.
