Public-private partnerships(PPPs)as a form of cooperation for large-scale projects and for the provision of public services through the involvement of the private sector are widely used in both developed and developing countries.However,the implementation of public-private partnership projects is more challenging as it encounters unique local contexts and features.This study is aimed to study the public-private partnership,considering the practice of Project risk management in accordance with the features of Public-private partnership in Russia.To investigate these issues,in this study methods of qualitative and quantitative analysis are used to analyze the theoretical concepts with their further justification.The objectives of this study,based on extant literature,were to determine the main features of Public-private partnership development in Russia,risk factors and their allocation for construction project.Qualitative methods are used for data collection and analysis.In accordance with this,the study has conducted the questionnaire with the employees of the Russian projects in order to obtain an expert assessment of each possible risks and their impact on the project.This finding was further validated by an analysis of how risks can be managed in practice.To achieve this,a review of a number of empirical studies including case study was done.The "East-West Highway Diameter" project was used to test the efficiency of Risk assessment methods and tools in practice.The results obtained from the case study were analyzed and compared with the best international practices deduced from the literature review.The significance of the work is determined by the conclusions and recommendations on the development of methods to estimate and control the main risks during the implementation of public-private partnership project in Russia,which can be used by government agencies and non-profit organizations.The proposed risk decision-making model would be a useful tool to efficiently risk management of mega-projects.
