Research On The Development Of Idle Homestead In Mountainous Areas

Homestead is the most important resource and asset in the rural area of our country,with the development of urbanization and integration between urban and rural areas step by step,a large number of people used to live in rural area swarm into cities,and it makes the problem that one family owning several houses and the old homestead wasted more and more obvious.A large number of idle lands is not only a waste of resources,but also affects the appearance in rural area.Solving the problem of idle homestead has been the key point to make the village economy develop entirely and sustainably.Hence,studying the development of rural idle homestead has become one of the urgent problems for the government currently.Based on the background of city urbanization and new rural construction,this thesis applies the sustainable development theory and land property rights theory of new public management to Luting combined with the domestic and foreign research.The thesis tries to make an innovation of development in homestead that vitalizes the idle homestead not only in Luting,but also in towns similar to Luting by research.There are five parts in this thesis.The first part is the introduction,mainly introduces the development and significance,and the main content and innovation as well as the research results at home and abroad in three aspects.The second part introduces the overview of related theory.The part puts forward the concept of rural homestead through the definition and classification,and it states the importance of developing the idle homestead with the respect of developing sustainably and the right of land property.Through the analysis and study on Luting as the representative of the rural idle homestead,the third part introduces the development experience of idle homestead combined with three typical cases of Luting in the practice of in-depth analysis.By studying the problems when developing the rural idle homestead in coteau,the forth part expounds the bottlenecks and constraints the idle homestead facing now,as well as makes a deep analysis macroscopically and microcosmically.The fifth part is the summary of exiting cases and experience,as well as practices getting from the development of idle homestead in Luting,and the thesis comes up with the suggestions to make further development of idle homestead from aspects as follows,strengthening the management of homestead,drawing the completing the regulations,introducing the social competition mechanism and strengthening financial security.
