| More than half a century ago,the rural homestead system in China,which was characterized by "collective ownership","restricted circulation" and "no mortgage",was adapted to the planned economic system in the early stage of industrialization,and constituted an important institutional basis for the "dual structure" of the economy and Society of our country.With the arrival of industrialization in the late period and the overlapping with the acceleration of urbanization in China,the mobility of the factors of population and capital has risen significantly,however,the static homestead system of"human land binding" has not only divorced from the current economic and social development,but the land area in the process of rural population urbanization is not falling.The idle assets and the waste of agricultural land resources are becoming more and more serious.On the basis of the field investigation of the Sandaojing Village in Chifeng City,the Inner Mongolia Autonomous Region,This article intends to carry out an in-depth analysis of the general phenomenon of the idle large number of homesteads in traditional agricultural areas,and puts forward that the transfer of the right to use the rural homestead is moderately open,and the property value of the rural homestead is guaranteed so as to improve the utilization of the agricultural land resources.Efficiency promotes the reconfiguration of urban and rural resources in a wider range.The transfer of the right to use the homestead is relatively difficult,and the replicable mode of operation has not been explored.The research on the problem of the traditional rural residential land idling and the transfer of the right to use homestead can provide theoretical basis and exploration direction for the reform of the homestead system and the formulation of the framework.Therefore,this paper takes the Sandaojing village of Chifeng City,the Inner Mongolia Autonomous Region,the traditional agricultural area as the research object.Through the questionnaire survey,this paper makes a sampling survey and in-depth interview on the status of the idle and transfer of the homestead in the village.On the basis of the survey data,the characteristics of the related cases of the homestead circulation are analyzed,and the problems such as the large number of idle houses and various stealth transactions brought about by the transferrestrictions in the three well land transfer process are found,and the reasons for the institutional level behind these problems are analyzed.This paper tries to put forward a feasible proposal to improve the circulation system of rural residential land. |
