With the development of China’s economy and society,the process of industrialization and urbanization is speeding up.Thus the aging of population gradually stand out.China is a large agricultural country,of which the rural population accounts for the majority of the total population.With China stepping into the aging society,coupled with the weak rural economic foundation,the pension problem of rural residents has become the focus of social concern.since 2012,the combining implementation of the new rural social pension insurance and urban residents’ social pension insurance system in Hebei province is collectively referred to as urban and rural residents social pension insurance.Due to the differences in the development level of urban and rural economic,culture and geographical environment,as well as specific policies,this paper takes the rural resident covered in the urban and rural residents pension insurance as the research object.Starting with the description of the current participation situation of the urban and rural social endowment insurance in Lulong County of Hebei Province,this paper analyzed its participation and contribution condition.At the same time,based on the Maslow’s hierarchy of needs theory,consumer behavior theory and rational choice theory,this paper analyzed the rural residents’ payment choice behavior.By using the methodologies of questionnaire investigation,interview,literature research,and the combination of the questionnaire analysis and cross analysis,this paper analyzed the influencing factors of rural residents’ pension contribution respectively from perspectives ofindividual,governments,institutional.This paper finds out the influencing factors are as follows: on the individual level,the rural residents’ short-sight,the psychology of convergence,pension idea,policy awareness,policy satisfaction and confidence degree,family income,and family expenditure;on the government level,the neglect of contribution level,insufficient propaganda and bad style of the governments;on the institutional level,inelasticity of the payment subsidies and the low benefit level,and to take corresponding countermeasures to solve these problems.
