Since 1999,China has entered an aging population society.According to the data from the sixth census,the proportion of people aged over 60 in rural China is 14.98%,which is 3.5percentage points higher than that in urban areas.This indicates that the aging of rural areas is even more serious.The problem of old-age care has become the focus of social concern.In September 2014,Jinzhou City merged the new-type rural social endowment insurance with the urban residents' social endowment insurance according to the State Council's Opinions on Establishing a Unified Urban and Rural Residents' Basic Endowment Insurance System The farmers are the main participants.In the process of implementing the basic old-age insurance for urban and rural residents,remarkable results have been achieved in the rate of participation,but farmers have preferred to pay the minimum level of contribution when participating in insurance contributions.Farmers' payment level choice is closely related to their economic ability and policy cognition,and they differ according to their differences in policy recognition.The choice of the level of basic pension insurance for urban and rural residents has a direct bearing on whether or not the pension benefits that farmers receive can meet the needs of old-age living,and it also relates to the sustainable development of policies.Therefore,based on the perspective of policy cognition,this paper uses interactive analysis and logistic regression analysis methods to study the influencing factors of the selection of farmers' payment level to basic endowment insurance for urban and rural residents.Through empirical research,it is found that farmers have a negative correlation between the degree of policy understanding,policy satisfaction,age,level of education,family annual income and minimum payment level of choice for basic endowment insurance for urban and rural residents,and policy trust,gender,health status,marital status and the number of children does not have a significant effect on the choice of minimum payment level for farmers.According to the research results,it is proposed to increase propaganda,improve the level of understanding of farmers' policies,improve the design of the system,increase farmers' satisfaction with participation in insurance,increase the awareness of youth participation and raise the level of youth contributions,change the concept of old-age care,and increase the awareness of endowment risk;increase farmers' income and raise farmers' ability to pay.
