Since twenty-first Century,performance appraisal has been an important way for governments to improve the efficiency of government work.It is an important task for the tax authorities to adopt performance appraisal to strengthen the efficiency of the tax authorities.The work of the tax authorities is focused on the collection and management work,so the use of performance appraisal to improve the quality and efficiency of tax collection and management of the local tax authorities is an important issue currently being studied by the local tax authorities.However,due to the lack of experience,the implementation of performance evaluation is short,and there are many problems in the theory and practice process.The whole collection index system set up unreasonable,the contradiction between the specific indicators collection and assessment,collection index assessment standards are not objective enough,lack of subjective understanding of the insider unit of performance evaluation,performance appraisal management is not perfect,the organization performance evaluation is lack of the incentive mechanism,the lack of necessary connection between individual indicators performance indicators and organizational performance are restricting the application effect of performance appraisal in the tax collection and management work in.How to make reasonable links between tax collection indicators and performance evaluation,and improve the performance of performance appraisal to the quality of tax collection and management has become the main content of the study.A series of problems in the collection of the performance evaluation index system,analyzing the reasons of problems,mainly including the following aspects: first,the index in the collection in the process of setting up research is insufficient;two,individual applications and the role of performance appraisal of the knowledge is not sufficient;many indicators on the basis of the three evaluation,performance evaluation is not fair;four,performance evaluation during the operation the lack of supervision mechanism necessary;five,the performance evaluation of the relevant training less.All these reasons lead to the fact that the role of performance appraisal has not been fully realized in the process of collection and management index evaluation.Performance appraisal has become to strengthen the internal management of tax department,an important way to improve work efficiency,and how to make the evaluation index system design of performance assessment and performance is more perfect and reasonable content of performance has become the focus of research work of tax authorities.Through the analysis of the performance evaluation system and specific index,existing in the design of system setting and the specific index lookup index collection problem,in order to improve the play performance evaluation effect in practical application.Through the analysis of the reasons,we can find the problems existing in the collection and management indexes and how to solve them.In this paper,through careful analysis in theory,find the problem,the reasons and management indicators for the performance evaluation and put forward some suggestions and Countermeasures: learn the advanced experience at home and abroad,combined with the actual situation of their own region to be used;set up collection index system more scientific and perfect the tax collection and administration;indicators system;carry out open and fair performance appraisal,strengthen supervision of the whole process of evaluation;actively organize relevant training performance evaluation;research and demonstration fully index set before;increase the test content,promote the evaluation results of the fairness and rationality;reduce the formality of the performance evaluation standard;evaluation index;evaluation results using optimization.In this paper,through the analysis of the entire collection and management indicators,suggestions are put forward to promote the application of performance appraisal in the entire collection and management work.It is hoped that through the improvement of the entire collection and management index system,the function of performance appraisal and tax collection and management can be brought into full play,and the performance appraisal will be more widely used in the whole tax collection and management work.
