In order to make the enterprise function smoothly and maximize profits, The Balanced Score Card has achieved remarkable achievement in the performance management practice of modern enterprise, but the vast majority of China government administrative public authorities have not used this morden tool,except some individual departments does. As the development of the fiscal and taxation system reform, the awareness of public is more mature than before. In the environment of service-oriented government public sector building, as one of the important administrative law enforcement departments, The tax department is exploring actively on the reform of modern tax administration. For the tax department, the first problem needs to be overcomed in current reform is how to improve the level of performance management effectively."Innovative management style, Improve the government credibility and execution, Advancing the government performance management" is the direction of new government, therefore, Promoting government performance management, has important strategic significance for the CPC central committee and the state council,as well as the construction of a innovative legal honest service-oriented government has.At present, the Ordos local tax bureau is on a new round of management system reform, involving performance management,management function, working mode etc. Establish a scientific evaluation index system of performance management, has become an important goal of Ordos local tax bureau managers. Based on the reality of Ordos local tax department,writer wants to design the effective evaluation index system of performance management, using the electronic platform of performance management software system, quoting the theory of Balanced Score Card(BSC)and Key Performance Indicators(KPI), so as to improve the work performance.In this paper, the overall framework according to "theory overview of the status- analysis of the instance- design indes- ensure the result" the logic of the order. First of all, quoting the theory of performance management and the balanced score card, analysis the connotation of performance management and the presentsituation of the administrative department ‘s application of performance management. Based on the concept above, finding the problems of building balanced scorecard performance management system and the performance appraisal model of the tax authority status. Then, writter designs the Ordos local tax bureau performance management system and implementation process tentatively, according to the performance evaluation method of BSC and KPI, in order to improve the level of performance management for Ordos local tax departmeng,and esdeblish the system of performance management for the all tax departments.
