In recent years,in the construction industry,with the new performance management system,non-state-owned enterprises have emerged quietly,which has formed a certain impact on the development of state-owned enterprises.Compared with the state-owned construction enterprises,the flexible performance management system is the advantage of non-state-owned construction enterprises.Therefore,for many state-owned construction enterprises,it is imperative to optimize the existing performance management system.In view of the current situation analysis,the traditional state-owned construction enterprises are also actively carrying out various reforms,especially in the internal management of enterprises.In contrast,this article will focus more attention on the optimization of the performance management system,on the basis of selecting the appropriate theory,and in reference to the actual situation of the company,to optimize the related performance management system.The research significance of this article is that,through the analysis of the object of the article,the problem is analyzed,the performance management system of the state-owned building type enterprise is optimized and the performance management level of the enterprise is improved.In the new era and the new market environment,it can provide some reference for the more state-owned traditional architectural enterprises in our country.Experience,with more advantages to participate in the increasingly fierce international competition.Based on the theory of the Balanced Scorecard(BSC)and the critical performance index assessment(KPI)theory,this paper uses three methods of case study,literature research and field investigation respectively,and systematically combs the relevant literature at home and abroad,based on the actual situation of the S company in the four Bureau of China Railway at the present stage,and in theory on the basis of reality,this paper systematically analyzes the existing problems in the performance appraisal mechanism of the company at the present stage,and proposes a targeted solution to promote the performance appraisal system of the company,and can effectively improve the enthusiasm and participation of all employees in the daily work practice.Based on the actual situation of the company,this paper constructs a perfect performance management evaluation system based on the actual situation of the company.It mainly constructs the evaluation framework with BSC and KPI,and considers it as the main body of assessment.After the results of the assessment,the perfect performance for the S company is formulated with the guidance of the theory.The scheme of assessment and evaluation system helps enterprises ultimately achieve their strategic objectives.One of the innovation points of this paper is to use the Balanced Scorecard and the key performance index method to construct the corresponding performance evaluation index system.The main purpose is to build an efficient performance appraisal mechanism that can cover all the employees of the four Bureau S company,and make the nuclear mechanism highly pertinent.In this paper,Delphi method is used to determine the weights of the indicators in the evaluation system.Another innovation in this paper is that after building a targeted evaluation system and getting the results,it will put forward specific solutions based on the results,which mainly include:what angles should be used to optimize the evaluation index of S companies and how to improve the efficiency of the employees.Therefore,this study can provide a reference for the traditional construction companies similar to the four Bureau S company of China Railway.In the new era and the new market environment,we can participate in the increasingly fierce international competition with more advantages.The structure of this article is arranged as follows:the first chapter is mainly to explain the background of this article,as well as the main research results of the field,the research progress and the problems in the study,and briefly introduce the research ideas and the main research methods used in this paper.The second chapter,to undertake the previous chapter,mainly defines the relevant theories and concepts needed in the scope of the study.It will elaborate the relevant theories and concepts of performance appraisal,and briefly introduce its characteristics,principles and significance.The main purpose is to provide theoretical support for the follow-up research.The third chapter is the implementation of the status of the performance assessment of the four Bureau S company,the main problems and shortcomings,and after understanding the development situation,the analysis of the reasons for the above problems.The fourth chapter is based on the current situation of the company,to explain what aspects to optimize the performance management system,and to meet the principles,objectives and processes of the evaluation index system.The fifth chapter puts forward the optimization countermeasures,and puts forward solutions to the existing problems one by one,giving reasonable and specific implementation plans.The sixth chapter is the summary and outlook,and summarizes the contents of this article,and analyzes the shortcomings and prospects of the article.
