In recent years,China's economy has entered a new normal,manufacturing upgrading has become an urgent problem,more and more enterprises are facing unprecedented pressure,and pay more attention to enterprise management and efficiency improvement.As the main procurement departments of enterprises cost management,it is imperative to enhance.Compared with the procurement of productive materials,more research and practice are carried out,and non productive materials procurement needs to be improved both in practice and theory,so as to improve the efficiency of enterprises and reduce the operating costs of enterprises.Non productive material purchasing refers to the purchasing process in which the production process of an enterprise does not directly constitute a product and is used only for maintenance,maintenance,office and service.Typical procurement includes spare parts,logistics,labor protection,office supplies and service purchases,etc.,and its business scope covers almost all sectors of the enterprise,and plays a direct or indirect role in the overall operation of the enterprise.Purchasing plan,supplier concentration,strong demand is relatively stable,rather than the quantity and value of purchasing than the production materials,but the number of non production types and suppliers of material procurement range,and the procurement cycle is not stable,the price with the purchasing batch time changes the fluctuations,work contents trivial,systematic level is low,management and control more difficult,and thus easily lead to increased procurement costs and inefficient management.This paper takes the J company non production material purchasing and distribution management as the research object,based on the analysis of the company-and main problems of current purchasing management,the use of management theory and method of many,such as ABC classification method,quantitative order method,regular ordering method and business process reengineering,put forward to improve scheme and corresponding measures,mainly including the following aspects.1.using the ABC classification method,according to the enterprise nearly three years of non production material purchasing quantity and amount of 3279 kinds of materials are divided into 302 kinds of a class material(the cumulative amount of 80.04%),B 497(the cumulative amount of goods accounted for 14.96%)and C 2480(the cumulative amount of goods accounted for 5%),in which a class material select the vendor management inventory procurement strategy;B from material using quantitative order method,in the premise of reasonable procurement volume,using the reorder point method to determine the purchase time;C material is used for regular orders,each annual purchase two times.After the implementation of the total amount of procurement reduced by more than 80%,the effect is obvious.2.based on the original supplier management measures,improve the management mechanism,the following material supplier management principles,the formation of a unified database of suppliers,vendor specific access conditions,access procedures and access card payment standards and procedures,evaluation methods,laid the foundation for the follow-up of the supplier management.3.establish the update mechanism of non production materials procurement catalog,including the application and processing process,and the corresponding management measures,make the purchasing process standardization,to solve the original new material procurement lead to subsequent procurement and distribution of work such as chaos.4.optimization of the non production material purchasing plan and distribution process,especially the application of emergency supplies and procurement and distribution process,ensure satisfies the need,in addition,purchasing characteristics and methods for class A,class B and class C material,determine the corresponding process,at the same time the adjustment of each unit of the distribution process in practice,to avoid some passing phenomenon,improve the distribution efficiency and service level.Like other enterprise management work,the improvement of purchasing management has no end,the big problem is solved,and there are still small problems;the old problems are solved,and new problems will arise.Therefore,procurement management needs constant improvement.The follow-up work should focus on performance evaluation,service concept,service quality tracking mechanism and standardized warehouse construction,information technology and so on.
