Research On Purchasing Process Reengineering Of A Institute Based On Supply Chain Management

Since the 21st century, with the development in science and economics, because of the establishment of global information network and global market competition, the product life cycle is shortened due to advanced technology and increased diversification. Industries are under the pressure to shorten delivery period, improve product quality, decrease cost and strengthen service. The market competition is transformed from competition between different industries to the competition between different supply chains. The purpose of this paper is to decrease cost, increase work efficiency and strengthen product competency for military industry A by applying supply chain management to reconstruct A's purchase procedure.First, this dissertation describes the fundamental concepts of Supply Chain Management and the Business Process Reengineering, and the current national and international research status in this topic. Based on these concepts and research status, the relationship of the supply chain management and the business procedure reconstruction is discussed and analyzed, which forms the theoretical knowledge base for reconstructing A's purchase procedure via supply chain management. Next, the current status of A's purchase procedure is deeply investigated in this paper; the problems existed in the purchase procedure are highlighted; the needs of purchase procedure construction are proposed. Based on the needs of purchased procedure reconstruction, the objective and policy of this purchase procedure reconstruction are defined and a new purchase procedure design is provided. Finally, the implementation and validation methods for this purchase procedure reconstruction design are also discussed in this paper.
